It must be an association of persons having some common business interest and its purpose must be to promote this common business interest It must be a membership organization and have a meaningful extent of membership support; It must not be organized for profit No part of its net earnings may inure to the benefit of any private shareholder or individual Its activities must be directed to the improvement of business conditions of one or more lines of business Its primary activity does not consist of performing particular services for individual persons Its purpose must not be to engage in a regular business of a kind ordinarily carried on for profit, even if the business is operated on a cooperative basis or produces only sufficient income to be self-sustaining

Inclusive Membership Stakeholder Member voting Associate Member non-voting Opportunity to voice a variety of opinions on topics challenging others to balance their perspectives against alternatives, which may result in more beneficial outcomes Attracts new members (they get to kick the tires) Benefits smaller organizations with lesser resources to participate in the process

Financial CARCGA membership mirrors the individual CGA membership costs of $100 per year Support California VPD costs of $500 per year; currently subsidized by the Notification Centers Sponsorships/Donations by members increase ability to execute on priorities PHMSA Grants available once recognized by the Governor following incorporation Other grants may be available

Voting Majority voting encourages participation and compromise, without the barriers created by a consensus approach. Majority defined as 75% the stakeholders present at the time. Moves away from a consensus approach a single member may filibuster and stall the process the majority s opinion is not heard Still solution based opposing positions encouraged with the caveat that an optional proposal be made.

Board of Directors Must have operating locations in the State of California Mirrors National CGA Structure Each of the 17 stakeholder groups may have 1 representative on the Board Two-year term allows for consistency and establishes a responsibility by Board Members to be engaged Provide direction and advocate on behalf of CARCGA members in larger, state-wide discussions with consistent message Flexibility to expand/contract size of Board as the need arises (3 minimum and no more than 25)
