  3. About EMPP The Economic Mobility Pathways Pilot (EMPP) is a program that combines refugee resettlement and economic immigration. EMPP gives employers access to a new pool of qualified candidates to fill job openings. It helps refugee candidates who have proven in-demand skills and English language comprehension immigrate to Canada. EMPP relies on Trusted Partners to connect employers with eligible refugees. 3

About Canadas National Occupation Classification The Government of Canada s National Occupation Classification (NOC) categorizes jobs according to: Broad Occupational Categories, and by the Training, Education, Experience and Responsibilities (TEER) Categories. Each occupation in NOC is represented by a 5-digit code, with the first two digits being the most important. The 1st digit of the NOC Code represents the Broad Occupational Category (10 sectors). The 2nd digit of the NOC Code represents the TEER Category (6 TEER levels). The NOC database can be accessed on the web at https://noc.esdc.gc.ca 4

  5. The Structure of NOC NOC is based on a five-tiered hierarchical structure, with every level granular and more refined. Each digit of the NOC code represents one of specific level of granularity. Level 1 (1st Digit) starts with 10 broad occupation categories, representing all occupations Level 2 (2nd Digit) splits these into 45 Major Groups, providing a more detailed division of the workforce. Level 3 (3rd Digit) further divides these into 89 Sub-Major Groups. Level 4 (4th Digit) includes 162 Minor Groups. Level 5 (5th Digit) is the most detailed, consisting of 516 Unit Groups, which are the smallest classification units representing specific occupations. 5

  7. Training, Education, Experience & Responsibilities (TEER) Categories TEER is the second digit in the NOC Code, dividing the 10 Broad Occupational Categories into 6 further categories. The lower the number, the higher the TEER requirements. 8

Teachers, Transport Truck Drivers, Heavy Equipment Operators, Painters, Cooks, Nurse s Aide, Dental Assistants 3 Underground Mine Service & Support Workers, Personal Support Workers, Home Child Care Providers, Security Guards, Retail Salespersons, Customer Service Reps, Janitors & Cleaners, General Construction Labourers & Trade Helpers, Landscapers, Ground Maintenance, Food Counter Attendants, Kitchen Helpers, Delivery service drivers Occupations usually require a secondary school diploma; or several weeks of on-the-job training 4 Entry-Level Occupations usually require short-term work demonstration and no formal education 5 9

Using TEER Codes to Find a Specific Job How the TEER Code Is Used in the EMPP Role of the 5-Digit NOC Code in the EMPP: As part of the EMPP, refugees must have their skills and work experience aligned with the NOC code for a specific occupation. Employers participating in this program use the NOC code to ensure that candidates have the right qualifications for the job. For Employers: Employers looking to hire skilled refugees can use the NOC code to identify occupations that match their job requirements. When hiring through the EMPP, it s important to ensure the job matches the TEER code for the skilled worker being sponsored. For Refugees: If you are a refugee looking to participate in the EMPP, finding the right NOC code for your occupation is essential. This will help to match your skill set with employment opportunities, ensuring that you re a good match for the Canadian employer. 10

  10. Searching for Occupations & NOC Codes Virtual Tour Employers and candidates can use the online NOC search tool to find occupations and their corresponding 5-digit TEER code. Online NOC Search Tool: Go to the NOC website and either search by job title, occupation, or browse through categories. The system will show you the 5-digit NOC code, a description of the job duties, and the TEER code. Example Search: For instance, if you re a candidate with experience as a chef, you can search for the job title, and the system will return the 5- digit NOC code and indicate that it falls under TEER 2, which is a skilled trade occupation. 11

  11. Live Example 1: Search by Broad Occupational Category 1. Choose NOC 2021 Version 1.0 and search the broad occupational category. 2. Enter the broad occupational category in the Filter items field. a. As you type words, the table will change to display related entries. b. Select sort button under TEER 3. Search for the specific Unit Group a. Select the desired hyperlink to see example job titles covered under this Unit Group Code b. Also review the Major Group, Sub-Major Group and Minor Group (see right side of page) 4. Write down the numeric code shown in the centre column. a. For example: 75111. 5. Write down the appropriate job title. a. For example: Trades helpers and labourers 6. Write down the TEER category shown in the right column. a. For example: 5 b. For employers: Make sure the main duties listed closely match the job description c. For refugee candidates: Make sure that the main duties listed closely match your paid work experience. d. If they don t, you ll need to find a different job title and duties that match yours. 7. Find the closest match in the list. 12

  13. Minimum Requirements for Candidates Experience Required: To qualify for EMPP, candidates must demonstrate that they have a minimum of 1,560 hours of paid work experience in the field. Candidate must provide proof of paid experience in the field. Examples of Acceptable Proofs of Paid Work Experience: o Provide official letter of employment, showing duties performed in the occupation o Provide Hiring contracts o Curriculum vitae o Bank statements showing regular deposits for qualifying work experience o Tax statements 14

  14. English Language Requirements vary by TEER Immigration Canada has established a minimum level of Canadian Language Benchmark (CLB) for each NOC TEER. The minimum CLB level depends on the NOC TEER category of your job offer. Canadian Language Benchmark (CLB) * NOC TEER 0 1 Level 5 2 3 TEERs 4 and 5 require a minimum CLB level 4 in Reading, Writing, Listening, and Speaking. 4 Level 4 5 Candidate test results must be less than 2 years old at the time that the EMPP application is submitted. * Also includes Niveaux de competence linguistique canadiens 15

About ORAT The Office of Refugees (ORAT) is a department of the Roman Catholic Archdiocese of Toronto and is a Trusted Partner of Immigration Canada in support of the Canada s Economic Mobility Pathways Pilot (EMPP) . ORAT works through church related overseas referral partners to identify nd screen qualified candidates for this program. ORAT also administers the Archdiocese s Sponsorship Agreement by partnering with church communities who have been affected by the global refugee crisis to facilitate the sponsorship of parishioner families. 19

  19. FAQs: Refugee Work Experience & Language Capabilities: Selected candidates must have the relevant skills & experience in the field of work. They also need to meet English language requirements. Status: Approved refugees, along with their immediate family* arrive in Canada as Permanent Residents. National Occupation Classification (NOC): NOC is used to identify the education, work experience and English language requirements required by the refugee candidate. * Immigration Canada defines a family as father, mother and dependent children under the age of 22 20

  20. EMPP is divided into Regional & Federal Streams The Regional EMPP 1. Through one of following 3 selected economic programs. Atlantic Immigration Program Provincial Nominee Program Rural and Northern Immigration Program (RNIP) 2. To be eligible for one of the above programs, the TP must first apply to a province, territory or RNIP community (depending on which program is chosen) The Federal EMPP: The federal EMPP includes a Job Offer and No Job Offer stream. 1. No Job Offer Stream: Applicant applies directly to IRCC. 2. Applicants need to meet the work experience, education, and language requirements. 3. Job Offer Stream Requirements: Applicants must have a job offer that is; full time (at least 30 hours/week) and non-seasonal from a Canadian employer for a job listed in TEER Categories 0, 1, 2, 3, 4 or 5 of the National Occupation Classification 21
