Introduction The CCM Oversight Committee consulted stakeholders on the draft GC7 CCM Oversight Work plan from 8th to 25th July, 2024 The engagement was meant to secure input and agreement on the content, thus creating co-ownership of the work plan as various stakeholders take responsibility for the specific roles and responsibilities in the oversight of the grants. 3 3
STAKEHOLDERS National AIDS Secretariat (NAS); National AIDS Control Program (NACP); National Leprosy and Tuberculosis Control Program (NLTP) Action Aid International, The Gambia (AAITG) Ministry of Basic and Secondary Education (MoBSE), Curriculum, Research, Evaluation and Development Directorate (CREDD) National Agency Against Trafficking in Persons (NAATIP) National Nutrition Agency (NaNA) Ministry of Finance and Economic Affairs (MoFEA), Directorate of Public Finance Management Ministry of Health, Directorate of Planning and Information Gambia Police Force (GPF), Commissioners of Police for Kanifing Municipal Council (KMC), West Coast Region (WCR), and Police Intervention Unit (PIU). PRINCIPAL RECIPIENT AND SUB RECIPIENTS Agreement reached on the identified Oversight Priorities for NAS, AAITG, NACP, NLTL NMCP- agreement reached with adjustment for improved impact 5 5
NAATIP Objectives Enhance the understanding of NAATIP of the national response strategies to curb the spread of HIV, especially among FSWs. Seek the collaboration of NAATIP with the AAITG in the national response to end HIV among the key population. Outcome NAATIP expressed the desire to be linked to the key population under AAITG and advised the program to empower teenagers forced into sex work to report to the agency or personnel of the agency. 6 6
MOBSE-CRED MoBSE has commenced another curriculum review cycle, update, and change to ensure content relevance. Therefore, this engagement will inform the content on HIV in the textbooks. Recommendations: NAS, AAITG, and NACP collaborate with MoBSE-CRED and review the chapter on HIV AIDS in the General Science Book for the Basic Cycle to reflect the current status of HIV. MoH NAS, AAITG, and NACP and relevant stakeholders to work with MoBSE-CRED in developing content for the anticipated health education course for inclusion in the school curriculum for the Basic Cycle. 7 7
NaNA Objectives to understand the social protection programs being implemented by NaNA and how these programs can contribute to reaching the widowed, divorced, and married women involved in sex as per the IBBS 2023. to understand NaNA SBCC strategies and their responsiveness to the current status of HIV. Recommendations NaNA and NAS to develop a project proposal to target women (widowed, divorced, married) forced into sex work by dire economic and financial situations. Such a proposal augurs well for NaNA s Policy (2021-2025) under the Theme; Nutrition and HIV/Aids and Nutrition in Emergencies and the National HIV/AIDS strategic plan 2023-2028 NaNA, MoH,AAITG and NAS partner to review and update the SBCC and Community Mobilization (CM) Strategies and incorporate thematic areas related to HIV, TB, and others. NaNA, MoH, and NAS review the SBCC tools and materials and the CM Toolkit for the operationalization of both strategies. 8 8
GFP-KMC, PIU AND WCR Renewed Commitment to enhancing the national public health response to end HIV, especially among FSWs Challenges: the lack of regulation of sex work as reported in some countries in the sub-region where FSWs are provided with a medical card to ascertain that they seek medical care and thus decrease the risk of transmitting HIV and other sexually transmitted infections. Violation of public order at the hot spots prompting the police to raid, thus perpetuating the dispersal and going into hiding of FSWs. Recommendations: NAS through the Regional AIDS coordinator should engage Commissioners of the Police for KMC, WCR, and PIU with social behavior change communication (SBCC) on the current status of HIV. The meeting recommended that national stakeholders work on addressing child trafficking into the country for sex work. develop policies or regulations for sex work to enhance public health response. 9 9
STRATEGIC RECOMMENDATIONS NaNA and CCM collaborate to develop a project proposal to target women (widowed, divorced, married) forced into sex work by dire economic and financial situations. CCM to work with the relevant national stakeholders on addressing child trafficking into the country for sex work. MoH, NAS, AAITG, NAATIP, and GPF to work together using the best subregional country experiences and create regulations on sex work to enhance public health response to end HIV. 10 10
