Survey Findings April 26-May 3; 10 responses Ranking of Priorities/Tasks Developed options based on discussions in meetings 1 and 2 Assigned Most important 2 points; Moderately important 1 point, and Least Important (or no ranking) 0 points. Fairly clear break between top priorities and lower priorities, though none were majority least important

Greatest Opportunities Increase community support, advocacy for workforce housing, infrastructure development, multifamily/smaller homes, public/private partnerships, housing bonds. Barriers to Address Lack of funding, lack of developers, cost to build, land availability, regulatory barriers, lack of services for supportive housing, lack of political will. Best Practices Code changes to support construction, innovative funding to support infrastructure and grants to support , land acquisition/disposition,

Oregon Housing Needs Assessment (OHNA) The pilot methodology from the prior RHNA (2018-2019) has been adjusted Our region was updated to include Deschutes, Jefferson and Crook counties (previously Deschutes was one region and Crook/Jefferson were combined with other counties) Income bins were updated to align ranges with housing programs. 30- 60%, 60-80%, and 80-120% AMI Population growth, demographic change, and 2nd/vacation home metrics were added to refine housing need estimates Local housing production targets expect to be released 1/1/2025 Meeting recordings are available on the website at https://www.oregon.gov/ohcs/about-us/Pages/housing-needs.aspx

Aligning efforts to create regional advocacy What the State is doing Local housing production goals Housing Accountability and Production Office Loans and funding for housing development Technical Assistance (TA) for regions to drive production Sticks , if any - unknown Possible RHC Engagement Refine local housing needs to push back on the state goals Identify housing production barriers to request assistance Identify needs for supportive services related to housing Advocate with one voice for the region to the state
