  1. LESSONS LEARNED IN CONDUCTING CENSUS IN A COVID-19 ENVIRONMENT Vanuatu s experience

GENERAL INFORMATION ABOUT TIMING OF CENSUS OPERATIONS AND ACTIVITIES; Vanuatu conducts census every 10 years, in the month of November since 1999 A mini Census was conducted in 2016 after cat 5 TC Pam that ravaged through half of Vanuatu, to establish impact on Households and assist recovery efforts 2019 was initially earmarked for the proper census, but delayed to 2020 to allow for NSDP Baseline survey (and extended HIES module) 2020 when Covid 19 pandemic resulting in border issues November 16th2020 was declared Census night

GENERAL CHALLENGES WITH CENSUS IMPLEMENTATION; Logistics issues Planning was design was done concurrently with Office fully committed to the 12 Month NSDP baseline survey Finance There is delay in confirming and committing full budget resulting in delay of some planned activities Fieldwork Not enough time to run proper pretesting of questionnaire and pilot the fieldwork No Household listing was conducted. The 2016 HH list was used instead

ANY SPECIFIC CHALLENGES RESULTING FROM COVID-19; Vanuatu had its 1stborder case on the last day of the training of enumerators causing and nationwide panic and lockdown for 2 weeks The lockdown bad affects the logistical arrangements resulting in the census delayed another 2 week Census interviews commence at the end of November, when schools are over and people started taking annual leaves and travelling to home islands The above resulted in coverages issues and data issues

NEXT STEPS FOR CENSUS ACTIVITIES; Volume 1 - basic tables release 1 year after field work 2021 Volume 2 currently underway with SPC and UNFPA support - 2022 Census Monographs planned with UNFPA - 2022 Popgis 3 with SPC - 2022 Socio Economic Atlas using small area estimates- combining NSDP survey and Census data - World bank and ADB to support including staff training 2022 TA support through GfG to assist in Data Analysis and Report Writing, Constituency level profiles - 2022 2020 Census metadata - 2022

  6. LESSONS LEARNED FROM YOUR MOST RECENT EXPERIENCE CONDUCTING CENSUS. Even with the most improved field monitoring tools in place to be used in CAPI, data quality is still a concerned. This could be due to the time required for planning and preparations and testing External threats (such as the Pandemic) are unavoidable Avoid overloading of resource to run a national survey and plan for the census at the same time Pandemic affected post Census activities from data processing to reporting and resulted in delays and required technical support
