Emerging issues that were not planned at the 4. inception of the value chain but which impacts the VC 5. At the specific project level-people are not specific on the evaluation methods and approaches 6. Inability to influence partner M&E approaches
Overall research outcome By 2023; VC chain actors understand the need for comprehensive monitoring systems, apply project implementation designs that allow objective evaluation and incorporate lessons from monitoring into project implementation on a continuous basis.
Development outcome By 2023; well managed projects in the VC are delivering sustainable and equitable benefits
