  3. CORPS OF ROYAL CANADIAN ELECTRICAL AND MECHANICAL ENGINEERS CORPS DU G NIE LECTRIQUE ET M CANIQUE ROYAL CANADIEN The industry Victim of the Peace Dividend No vertical integration; dependent on outside supply to function Decades of COIN centric operation dictated minimal requirement for stockpiling of conventionnal ammunition No Investment in long term production Canadian demand doesn t encourage private investment. ONSAF: $9.5 billion over 20 years to accelerate the establishment of new artillery ammunition production capacity in Canada and invest in a strategic supply of ammunition Demand far outpaces world supply; even if efforts are made to prevent bidding wars, allied countries are wrestling one another to acquire stocks May 25

  4. CORPS OF ROYAL CANADIAN ELECTRICAL AND MECHANICAL ENGINEERS CORPS DU G NIE LECTRIQUE ET M CANIQUE ROYAL CANADIEN Costly errors & trust issues Complete delivery of 9mm ammunition with off-centered core led to shortage Primer facility explosion: Failed engineering proposal for rebuild Put more money in or get nothing from contractors Loss of trust between parties Led to use of commercially available primer Tracer issues Tracer found to light up at muzzle exit; failing key requirement and exposing gunner s location. Over 85M worth of smalls arms with tracer on hold FMS purchase attempt have been stopped May 25

  5. CORPS OF ROYAL CANADIAN ELECTRICAL AND MECHANICAL ENGINEERS CORPS DU G NIE LECTRIQUE ET M CANIQUE ROYAL CANADIEN Global XX and SA XX = collection of ammunition contracts for FY XX - XX+1

  6. CORPS OF ROYAL CANADIAN ELECTRICAL AND MECHANICAL ENGINEERS CORPS DU G NIE LECTRIQUE ET M CANIQUE ROYAL CANADIEN Contracts, I need more contracts! Contracting practice have yet to evolve from peacetime tempo One ammunition nature = one contract/procurement initiative Balloning number of contracts for a limited number of staff Slow contracting = frequently missed opportunity for queuing in a given nature leading to slippage NP is allocated yearly. Most ammunition purchase takes 3 years from order to delivery = cash forecasting nightmare May 25
