MONITORUL EDUCATIEI SI FORMARII 2018-ROMANIA -INVATAMANT SUPERIOR - COMISIA EUROPEANA Calitatea irelevan a pe pia a muncii a nv m ntului superior se confrunt n continuare cu provoc ri. Rata de ocupare a for ei de munc reprezentate de absolven iirecen i de studii de superioare a continuat s creasc n 2017, fiind sprijinit de o cre tereeconomic puternic . Aflat la 87,4 %, rata este una dintre cele mai ridicate din UE (UE- 28: 84,9 %). Cu toate acestea, exist un deficit de competen e pentru locurile de munc cu calificare medie i nalt calificate n domeniile ingineriei, ma inilor, tehnologiei informa iei i serviciilor (CE, 2018). De i procentul absolven ilor de tiin e, tehnologie, inginerie imatematic (STIM) dep e te media UE (a se vedea figura 3), num rulabsolven ilor de STIM este sc zut din cauza particip rii reduse la nv m ntul superior: pentru fiecare 1 000 de persoane cu v rsta cuprins ntre 20 i 29 de ani exist 14,4 absolven i de STIM, comparativ cu media UE de 19,1, iar num rul noilor absolven i de tiin e i inginerie la fiecare 1 000 de persoane cu v rsta cuprins ntre 25 i 34 ani scade7. Emigrarea dup absolvire este un alt aspect care se adaug la deficitul de competen e. Angajatorii declar c , adesea, elevii iabsolven ii care intr pe pia afor ei de munc nu dispun de competen e socio- emo ionale cheie8 ide incapacit i academice suficiente, de i prea teoretice (BM, 2018). Doar 40 % dintre elevii din Rom nia raporteaz c sunt mul umi i de organizarea studiilor i de calendarul de desf urare a acestora, de facilit ile de studiu i de calitatea actului de predare (EUROSTUDENT, 2018). Au fost luate unele m suri pentru mbun t ireainterna ionaliz rii nv m ntului superior. Note: 7.10,9 n 2016, comparativ cu 15,9 n 2013. 8. In domeniul fundamental tiin eInginere ti , nomenclatorul de domenii ispecializ ri universitare de licen cuprinde 33 domenii de studii de licen cu un tabel de 178 de specializ ri respectiv programe de studii de licen . La niveluluniversit ii se pot dezvolta direc ii curriculare corespunz toare specializ rii dorite. Se propune oarondare a domeniilor de studii la codificarea ISCED 2013-F. De ce ISCED - 1 1. INTRODUCERE Procesele de reform demarate prin procesul Bologna , reprezint serioase provoc ri pentru proiectarea i implementarea politicilor educa ionale n domeniul nv m ntului superior. Restructurarea studiilor universitare n cele trei nivele (licen , masterat, doctorat) pentru diferen ierea nivelelor de calificare superioar , impun reconsiderarea nomenclatorului actual de domenii ispecializ rilor din nv m ntul superior tehnic, astfel nc t s poat fi asigurat leg tura direct ntre competen e, nivelul studiilor icerin elepie eifor ei de munc . n plus, reducerea stagiului nivelului de licen la (3-4) ani n care absolventul prime te doar competen e generale, fundamentale n domeniul de studiu ales, impunereducerea num rului de domenii ispecializ ri, asigurarea competen elor specifice profesionale strict pe anumite tehnologii noi avansate iimplementate n dezvoltarea industrial s fie transferat nspre masterate. Competen ele generale asigurate de nivelul de nivelul de licen pot fi aplicate n ocupa ii i contexte variate fiind bazate pe cuno tin e generale dob ndite, numite icuno tin e "cheie", cuno tin e "nucleu" care asigur transferul licen iatului dintr-un domeniu de specializare naltul, precum i posibilitatea continu riiinstruirii nspecializ rispecifice icomplementare mai nguste, prinmasterat.
