Challenges in Municipal Education System - Lack of Resources, Security, and Infrastructure
The municipal education system faces numerous challenges such as the absence of female security guards in schools, inadequate computer education, delayed distribution of books and notebooks, unfilled principal positions, lack of fire safety measures, and declining student enrollment. Issues with CCTV installation, deficiency in healthcare services, and shortages in hospital staffing further compound the problems. Urgent reforms are necessary to address these critical issues and ensure quality education and healthcare for all students.

Community Service Department SDMC-Shortage of 319 staff in community halls. In NDMC 654 positions vacant. There are no community halls in 47 wards of SDMC, 21 wards of EDMC and 20 wards of NDMC.

Garden/ Horticulture High Mast lights both on the roads as well as in the parks are not attended to on the plea that there is no fund available for repairs of lights that have been installed. In SDMC where the LED lights have been introduced there has been no step taken towards conversion of high mast lights to LED as well as repair of High mast lights not functional. In 2016-17 , out of 330 lakhs allocated for light repair only 89 .19 has been spent in SDMC. In 2015-16 out of 180 lakhs only 54.32 lakhs was spent.
Garden/ Horticulture In EDMC in year 2016-17 122 Lakhs was allotted for Installation and repair of High Mast lights, however nothing was utilized. No major steps have been initiated in all three corporations for water harvesting and also water harvesting pits were dug up in earlier years there has been no attempt to repair them or make them functional. Naked electricity wires strewn around in most of the parks and in EDMC alone three deaths have been reported because of electrocution from naked wires.
Garden/ Horticulture 970 high mast lights are out of order in NDMC parks out of total 1450 lights installed. 735 positions in NDMC, 494 positions in EDMC and 482 positions in SDMC are vacant. 52 tubewells in NDMC, 139 tubewells in SDMC are not working in the parks. No procative step taken to make them functional. NDMC needs atleast 10 more trucks to lift the garbage and cut grass from parks.
Veterinary In EDMC, in year 2016-17 200 Lakh was allocated for Sterilisation and related expenses of stray dogs , however only 34.51 Lakh was spent. Only 1466 dogs were sterilized in the entire year in EDMC area. 86 posts are vacant out of total approved 193 vacancies. No efforts have gone into building new dog sterilization centre. 25 lakhs was allocated for this in the budget , however nothing has been spent in EDMC.
Veterinary In South in year 2016-17, 4346.64 Lakhs was allocated to veterinary service, however only 972 Lakhs has been utilized. There are talks about purchase of 10 new dog vans for SDMC area , however people of delhi are still waiting for them to be on roads. There is no provision for Monkey catchers. 86 positions vacant in East and 128 positions vacant in South.
Property Tax EDMC has total of Rs. 6,517,059,855 property tax outstanding. 57 vacancies are yet to be filled in House Tax Department. Process of assigning unique IDs to properties have not yet started in EDMC. In 2012-13 216245 people paid property tax, in 2016-17 210221 paid property tax, surprisingly this number has decreased in last year in EDMC. Only 30-35% households are paying property tax.
Unutilized Funds/ Financial Mismanagement in MCD The BJP run municipalities and the AAP run GNCTD are at constant loggerheads with regard to finances due to the municipalities. We are with the municipalities as far as their just demands are concerned and have been raising the issue of implementation of Delhi fourth finance committee recommendations but it is with a sense of despondency.
We have noted that the municipalities have constantly ignored civic services by being unable to utilize fully the funds available for such important functions as ; education, sanitation, health, community services and veterinary services. In our next slide is a year wise table since 2012 till date which amply illustrates the points raised by us . We are giving an example of South Delhi Municipal Corporation.

Toll Tax The corporation has lost 100 of crores by way of revenue from toll tax. The contract expired in May 2014 and there was no clause for extension. The contract would be extended every three to six months for the next two years without seeking the approval of standing committee and House. This is a serious issue as those occupying key positions like mayor and Chairman standing committee and then municipal commissioners connived with the concessioner who hailed from a famous RSS/ BJP political family from Nagpur.
High -End Toilets 9 high end toilets were constructed at key places like Defense colony market, Moolchand, Kalkaji etc. The contracts were awarded to the concerned licensees / vendors without seeking the approval of standing committee and house . After these high end toilets were constructed the RWA of defense colony went to court and the entire project was scrapped by then LG of Delhi. The current situation is that the licensees/ vendors are demanding compensation/ reimbursement for cancellation of their contract which runs into crores and crores.
High -End Toilets Infact one of the contractors has asked for a compensation of over 100 crores for loss of likely profits that could have accrued to him in the contractual period. The BJP run SDMC has no right to come to any monitory settlement with the contractors since the contract with the licensees / vendors was not ratified by the standing committee and the house. Hence the contract will be illegal. Then municipal commissioner along with Chairman standing committee and mayor are liable to discharge the financial liability not the corporation
Waterless Urinals Over a thousand water less urinals were constructed by the municipal corporations . The tenders for which were floated in restricted manner without floating proper tenders and thereby giving an equal opportunity to all interested parties to participate. The contracts for these water less urinals went to two parties ostensibly close to the BJP and they only took advantage of utilizing the advertising rights given to them and made crores of rupees while deploying ineffective and obsolete technology for waterless urinals. Both the concessioners owe the corporation crores of rupees by way of license fee and toilets still lie in a dilapidated state . It may be worth mentioning that the corporation spent between 60-100 crores for the construction of these toilets.
