  2. Changes 4 categories I: 15 kW and under II: 15-150 kW on preferred sites III: 150-500 kW on preferred sites IV: 15-150 kW not on preferred sites Hydroelectric Note that there is no place for 150-500 kW outside of preferred sites No cap on total NM amount Hard cap of 500kW per customer

More Changes Compensation based on whichever is lower, the utility s blended residential rate or the statewide average blended residential rate (~$14.7 cents) No more solar adder (except grandparents) Only applied to electricity usage and not other charges on bill Compensation Adjusters (+ - ) Application Process

  4. Preferred Sites On a pre-existing structure Parking lot canopies Previously developed land Brownfields Landfills Gravel pits Town-designated sites Superfund sites On the same parcel as an customer taking 50% or more of the output

Adjustors: Siting and RECs REC adjustors (from ~$0.147): +3 cents/kWh for ten years if RECs go to utility - 3 cents/kWh for life if RECs are held By Category (for siting) I and II: +1 cent/kWh for 10 years III: - 1 cent/kWh for lifetime IV: - 3 cents/kWh for lifetime Hydro: 0 cents/kWh Customer Decision on application regarding RECs is irrevocable Biannual revisit of adjustors by PUC

Aesthetics & Decommissioning Aesthetics: Proposed measures must be described in advance Aesthetic mitigation measures must be maintained for the life of the project Decommissioning: Large generation facilities must be removed at end of useful life (> 150 kW) Merchant facilities must provide a financial guarantee for the decommissioning (> 500 kW) Exemption for rooftop & parking lot canopy solar

  7. Application Streamlined processes for projects on preferred sites; additional processes for projects on non-preferred sites Systems 15 kW ground-mounted solar, 500kW roof-mounted solar, and hydroelectric facilities: Registration Form to PUC, PSD, and utility only. 10-day comment period ( 15 kW); otherwise 30 days. If no concerns raised, CPG is deemed issued on 11th (or 31st) day. Systems > 15 and 50 kW ground-mounted solar and non-solar 50 kW 45-day notice to municipal legislative body & planning commission, RPC, host & adjoining landowners, PSD, ANR, NRB, DHP, AAFM, and utility. Application w/in 180 days to same entities.

Net Metering Processes Non-rooftop PV systems> 50 and 500 kW Get a lawyer 45-day notice to: municipal legislative body & planning commission, RPC, host & adjoining landowners, PSD, ANR, NRB, DHP, AAFM, and utility. Application copies or notice w/in 180 days to same entities. Application must include testimony, exhibits, proposed findings, and proposed CPG
