  2. 2 Vision: A resilient Caribbean Region where all nations share best practices and resources and have effectively implemented the Cartagena Convention Oil Spill Protocol of 1983, the OPRC 1990 and other related UN Environment and IMO Conventions and Protocols that help prevent, and when necessary, respond to marine pollution. Mission: To assist countries of the WCR to develop their national and regional capabilities for implementing international standards to prevent and respond to threats to the marine environment from ships . Values: We are professionals of the highest integrity that build regional capacity and promote cooperation among the diverse nations of the WCR . Objective: Promote the Ratification & Implementation of: The Cartagena Convention and Protocols; 2000 OPRC & HNS Protocol; OPRC 1990; Civil Liability and Fund Convention; MARPOL Convention; Anti-fouling System Convention; Ballast Water Management Convention; Any other relevant instrument.

RAC/REMPEITC - Background 3 Early 1990s: Caribbean States and Territories requested both the IMO and UNEP for the establishment of a regional activity centre for oils spill preparedness 1994: the Netherlands Antilles, the Netherlands and the USCG made a proposal to establish RAC/REMPEITC in Curacao 15th June 1995: opening of the centre, within the framework of the Caribbean Environmental Programme Secondment from USCG and the Netherlands 2000: 9th IGM MOU requested between the Netherlands Antilles, IMO and UNEP to formally establish REMPEITC Signed in 2002 2001: The Netherlands stopped the secondment of its officer 2002: Secondment of an officer from France, through an agreement with the oil company Total 2005 - 2008: Secondment of an officer by Venezuela through state-owned oil company PDVSA October 2010: Netherlands Antilles dissolution RAC/REMPEITC will remain on Curacao. New MOU to be established

  4. Staffing Then and Now 4 Memorandum of Understanding Then: Director, not a full time position (20%) provided/funded by the Gov t of Curacao, a collateral duty of Deputy for Maritime Admin. Operations Manager full time position provided/funded by the Gov t of Curacao. 2 Consultants Senior Consultant - provided/funded by the USCG, a Commander/O-5. Consultant Provided/funded by TOTAL. Now: Fulltime Director / Operations Officer (over 26 years) - MAJ Consultant since 2018 at RAC/REMPEITC. - USCG Consultant based in Washington, USA. - IPIECA - Third Consultant for the near future
