  2. CHILDREN EDUCATION ALLOWANCE Children Education allowance is applicable to all Central Govt. servants without any pay limit. The child must study in a recognized school. Admissible while the employee is on leave / under suspension. Not admissible for the period of dies non. The number of children for whom CEA is drawn at a time should not exceed 03 in respect of children born up to 31-12-1987 and 02 in respect of children born thereafter. However, if the second child birth results in twins or multiple births, assistance shall be admissible to all the children. 4 April 2025 N.C.DAS, ASO, KV-3,BBSR - RESOURCE PERSON 2

  3. CEA is applicable for expenditure on education of school going children only i.e. from Nursery to twelfth, including class-11th and 12th held by Jr. Colleges / two year diploma courses. . Admissible in respect of children studying from two classes before class one to 12th standard and also for the initial tow years of Diploma No minimum age for any child, including disabled children. The school should be recognized by State Govt. or the Central Govt. without linkage to aid. CEA allowance shall have no nexus with the performance of the child. Differently abled Children : CEA to be paid double the rate i/r/o differently abled children. In case of Divyaang child CEA will be reimbursed irrespective of whether the institution is recognized or not. CEA is reimbursable to the Central Govt. employees including citizens of Nepal & Bhutan, who are employees of Govt. of India and whose children are studying in the native place. However, a certificate may be obntained from the concerned Indian Mission that the school is recognized by the educational authority having jurisdiction over the area where the institution is situated. 4 April 2025 N.C.DAS, ASO, KV-3,BBSR - RESOURCE PERSON 3

  4. . 7th CPC recommendations :- The amount fixed for reimbursement of Children Education allowance will be Rs.2250/-pm.Whenever DA increases by 50%, CEA shall increase by 25%. This amount of Rs.2250/- per month (fixed) per child is irrespective of the actual expenses incurred by the Govt. servant. In case both the spouses are Government servants, only one of them can avail reimbursement under Children Education Allowance. The allowance will be double for differently abled children.   5. Reimbursement will be done just once a year, after completion of the financial year. For reimbursement of CEA, a certificate from the head of institution, where the ward of government employee studies, will be sufficient for this purpose. The certificate should confirm that the child studied in the school during the previous academic year. In case such certificate cannot be obtained , self attested copy of the report card or self attested fee receipts (inclduing e- receipts) confirming / indicating that the fee deposited for the entire academic year can be produced as a supporting document to claim CEA.   6. Features : 1. The age limit for disabled children is up to 22 years without any minimum age. 2. CEA is permissible for correspondence or Distance learning mode. 3. In the case of death of Govt. servant while in service, the Children Education Allowance / Hostel Subsidy is payable till such time the Govt. Servant would have actually received the same subject to fulfilling of other conditions by the office in which the Govt. servant was working prior to death, provided the spouse of Govt. servant is not employed in Central / State Govt. 4. Age limit 20 years or till the time of passing XII class, whichever is earlier. 5. For PH children , CEA is reimbursable irrespective of whether the institution is recognized or not. The benefits will be admissible at double the normal rate upto 22 yeas without any minimum age. N.C.DAS, ASO, KV-3,BBSR - RESOURCE PERSON 4 April 2025 6

HOSTEL SUBSIDY Admissible : Hostel subsidy is reimbursable to the Govt. servant for keeping his children in the Hostel of a residential school away from the station he / she is posted / or is residing irrespective of any transfer liability. Hostel subsidy means expenses incurred by the Govt. servant if he / she keeps his / her children in a hostel of a residential school / institution located beyond a distance of 50 Kms from his / her residence.   8. Rate :. The amount fixed for reimbursement of Hostel Subsidy will be Rs. 6750/-pm. When DA increases by 50%, Hostel Subsidy shall increase by 25%. A certificate from the Head of Institution confirming that the child studied in the school will suffice, with additional requirement that the certificate should mention the amount of expenditure incurred by the Govt. servant towards lodging and boarding in the residential complex. In case such certificate cannot be obtained, self attested copy of the report card and original fee receipts / e-receipts which should indicate the amount of expenditure incurred by the Govt. servant towards loding and boarding in the residential complex can be produced for claiming Hostel subsidy. The expenditure on boarding and lodging or the ceiling of Rs.6,750/- as mentioned above, whichever is lower, shall be paid to the employee as Hostel subsidy.   9. NOTE : The Hostel Subsidy and Children Education Allowance can be claimed concurrently. The reimbursement of Children Education Allowance and Hostel Subsidy shall have no nexus with the performance of the child in his class. Even if a child fails in a particular class, the reimbursement of CEA / Hostel Subsidy shall not be stopped. However, if a child is admitted in the same class in another school, although the child has passed out of the same class in previous school or in the mid session, CEA shall not be reimbursable. In case of retirement, discharge, dismissal or removal from service, CEA / Hostel subsidy shall be admissible till the end of the academic year in which the Govt. servant ceases to be in service due to retirement, discharge, dismissal or removal from service in the course of an academic year.
