The Mandate for Elder-Qualified Missionaries XL Conference 2025 Tom Pennington
Two Key Definitions 1. Church planting is the gathering of disciples into a newly formed body that is self-governing, self-propagating, and self-supporting. 2. Church strengthening is assisting an existing church to develop or improve its ministry, in areas like structure, individual ministries, philosophy, or leadership.
The Mandate for Elder-Qualified Missionaries I. Our Lord assigned the central role in missions to the local church. A. In the Great Commission (Mt. 28:18-20; cf. 16:18) B. In the Pattern of the First Church (Acts 2:42) II. Our Lord mandated a plurality of elders in every local church (Acts 14:23; 20:17, 28) A. The church in Jerusalem (Acts 8:14; 9:31; 11:22-26) B. The church in Antioch (Acts 13:1-4; 14:21-23; cf. 1 Tim. 5:17, 19-20; Titus 1:5)
The Mandate for Elder-Qualified Missionaries III. Our Lord delegated the duty of training elders to every local church. A. They are commanded to identify and train other elders (2 Tim. 2:2).
Elders Training Elders 1 Timothy 2:2 1. The Mandate Christ assigned the elders of every local church the responsibility to identify and train the next generation of the church s leaders. 2. The Method Entrust includes teaching and modeling. E.g., Paul told Timothy to 1) prescribe and teach these things, and 2) to be an example. 3. The Message He was to entrust the inspired truth he learned from Paul.

The Mandate for Elder-Qualified Missionaries III. Our Lord delegated the duty of training elders to every local church. A. They are commanded to identify and train other elders (2 Tim. 2:2). B. They are required to ensure a missionary serving in elder- type roles on the field is qualified and trained as an elder. 1. The Church in Jerusalem (Acts 4:36-37; 8:14; 11:22) 2. The Church in Antioch (Acts 11:24-26; 13:1-3; 14:21.23) 3. The Church in Ephesus (Acts 16:1-3; 1 Tim. 3:1; 4:14; 2 Tim. 2:2) 4. The Churches on Crete (Gal. 2:1; Titus 1:2, 5)
