MAIN FINDINGS Four fifths of citizens would vote for BiH to join the EU. This support is significantly higher in the FBiH and the BDBiH than in the RS (three-fifths of citizens). In relation to the surveys from 2019 and 2020, the support for EU membership of the country shows a growing trend. Citizens see the EU membership of the country as a guarantee of lasting peace and political stability, followed by freedom of movement of people, goods and capital, and compliance with laws and regulations. These reasons were most often cited in 2019 and 2020, too. There are no significant differences in the reasons why citizens from all parts of BiH do not support BiH s accession to the EU. The most common reason by far is the fear of rising of the living costs and taxes. The reasons that stand out in addition to this are the loss of cultural diversity (especially for the citizens of RS) and over-centralisation. BiH citizens most often believe that the fight against corruption is a reform that needs to be implemented for improvement of the citizens daily lives. Besides, other necessary reforms include judicial reform, reduction of the tax burden and removing barriers to employment. Unlike in 2021, in 2019 and 2020, the reform of the social system was more important to citizens than reducing the tax burden on labor and removing barriers to employment, while the first two reforms (fight against corruption and judicial reform) were most often cited in previous surveys. Citizens that participated in the survey believe that the EU s interest in BiH largely concerns the country s natural resources, and ensuring the peace and stability. Other EU interests, according to the opinion of the BiH citizens, concern professional and skilled workers and the expansion of the European market, and these two are almost equally represented.
MAIN FINDINGS Three out of ten citizens believe that BiH is negotiating the EU membership (1/4 in the FBiH and 2/5 in the RS). Slightly more than one fifth think that BiH has applied for the EU membership (this answer is more prevalent in the FBiH than in the RS) and almost one fifth of citizens think that BiH is in the process of answering the European Commission's questionnaire. Compared to 2020, the percentage of all offered answers has increased. The majority of citizens believe that in the future the EU will strengthen its internal relations and continue with the enlargement process. This opinion is more represented in the FBiH (62%) than the RS (33%). Unlike in the FBiH, the citizens in the RS believe the EU will collapse and experience a certain kind of political division. Compared to 2020, in 2021 the percentage of citizens who did not know or refused to answer this question decreased and the percentage of answers that the EU will strengthen internal relations and continue with enlargement increased significantly (53% vs. 44%). Most citizens believe that young people would benefit most from the EU membership. Although there is an evident decline compared to 2020, many still believe that the next to benefit from the membership are politicians (14% vs 24%). In all parts of BiH, the politicisation of the integration process and unwillingness to change are seen as the biggest obstacle to EU integration of the country. Slightly more than two-fifths of citizens have heard of the Directorate for European Integration of BiH. The relevant awareness level in 2021 is similar to the level from 2019, and significantly higher than in 2020 (45% vs 34%).
MAIN FINDINGS BiH citizens most often believe that the DEI role is the coordination of the activities of BiH institutions in the field of European integration and allocation of the EU financial assistance to beneficiaries. Compared to 2020, the percentage of citizens who believe that the role of the DEI is to fulfill obligations of the EU integration process increased, and the percentage of those who believe that it is the representation of the country s interests in the EU institutions decreased. More than a third of BiH citizens point out that, regarding the EU integration process, they are interested in topics related to the impact of the integration process on the everyday life (1/4), and the possibilities of using the EU assistance (1/4). Compared to 2020, the topics that the citizens are interested in remained the same. BiH citizens are most often informed about EU integration process by means of the television and Internet, and the radio is most often used as a supplementary medium. Compared to previous years, in 2021 the radio replaced the press as a supplementary medium while the first two media are represented in approximately the same percentage. Almost half of the citizens point out that the EU is the largest donor of funds to BiH. At the same time, the FBiH citizens believe that Turkey is the second biggest donor, while the RS citizens believe it is Russia. Two-fifths of BiH citizens believe that the country would join EU in ten years at the most (FBiH 47%). However, 30% think that it will never happen (RS 42%). In terms of the timeframe when the country will join the EU, compared to previous years, especially 2020, the optimism is growing in 2021 (41% vs 29%) and pessimism is declining (30% vs 38%).
MAIN FINDINGS Almost half of BiH citizens think that there is no alternative to the EU integration perspective of the country and slightly more than two-fifths think the opposite. Compared to 2019, the percentage of those who believe that there is no alternative to the EU membership has increased significantly (49% vs 42%). 32% of citizens considers the EU to be the biggest donor of health assistance to BiH in the fight against the COVID-19, followed by China and Turkey. In the FBiH, citizens see the EU, Turkey and China as the biggest donor of health assistance, while in the RS the biggest donor is perceived to be China, followed by Russia and the EU at the end.
