Rationale for assessment Second conference of ministers responsible for civil registration Resolution 15a. we commit to urgently develop costed national plans of action on CRVS that reflect individual country priorities based on comprehensive assessments to be undertaken with the support of the Secretariat and partner organizations; Resolution 16 Member States to undertake in-depth assessment of the state of their national civil registration systems and develop a strategic and action plans for improving CRVS;

  3. Rationale for assessment 1. Assessment primarily to provide the evidence required to prioritise interventions for strengthening CRVS system To provide a standards based review of CRVS systems mirrored against the standards set by the UN principles &recommendations 2.

Scope of the assessment The assessment tools were developed based on the UN principles and recommendations Covers four primary vital events i.e. Births, Deaths, Marriage and Divorce The review covers eight key components: A. Policy and legislative environment for civil registration and vital statistics (CRVS) B. Management and organization C. Resources (Infrastructure, Human and Financial) D. Forms and materials E. Operations Processes and Practices F. Database management and utilization G. Advocacy and communication H. Monitoring and evaluation
