Presumption of Service Connection (SC) Law effective on March 14, 2017 Veterans who served no less than 30 days (consecutive or nonconsecutive) at the U.S. Marine Corps Base Camp Lejeune, NC Between August 1, 1953 and December 31, 1987, based on exposure to contaminants present in the base s water supply Applies to Reservists and National Guard members with no less than 30 days (consecutive or nonconsecutive) at Camp Lejeune during the contamination period 4

Verifying Camp Lejeune Service Verify Veteran had at least one day at Camp Lejeune between August 1, 1953 and December 31, 1987 Review all available service records Consider number of cumulative days, 30 days do not have to be consecutive If records indicate at least one day of Camp Lejeune service update the document properties, subject: example CLNC pg xx, mm/dd/yyyy mm/dd/yyyy 11

  12. Obtaining Records of Camp Lejeune Service Order records from the appropriate location NPRC order PIES O50 DPRIS mandatory minimum SC1, SC6, SC8, PG2 and PH5. If this doesn t show service at Camp Lejeune you are required to go to DPRIS and order the rest of the personnel file. Best Practice - Order everything the first time. 12

Developing to the Claimant in Camp Lejeune Claims Development to the Veteran is necessary if: Initial review of the claim does not establish any service at Camp Lejeune between August 1, 1953 and December 31, 1987 Disability claimed as due to exposure to contaminants in the Camp Lejeune water supply is not recognized as a presumptive condition under 38 CFR 3.309(f) Note: Refer to M21-1 IV.ii.1.I.7.j for the terminology to use in the subsequent development letter 13

  14. Claims for Exposure Only Veteran alleges exposure but does not claim a specific disability Not a substantially complete claim Attempt to contact the Veteran by telephone If contact is unsuccessful, follow incomplete application procedures 14
