  3. Climate Advisory Team Recommendations 1. Increase Organizational Accountability Emphasize personal responsibility for success of the organization Clarify roles, responsibilities, expectations Improve respectful communications Improve quality of work products Actions: Emphasize Code 210 Guiding Principles; review all Performance Plans to ensure priorities are appropriately captured; establish more structured mentoring system; emphasize accessibility of managers/senior staff; expand project management approach to non-SEB actions to define roles/responsibilities 2. Improve Division-led Training Actively encourage attendance; focus on specific day-to-day activities/processes Make interactive vs. one-way, and retribution free Use real-time feedback methods to determine value of training Actions: Survey training needs by office; adjust training formats; clarify attendance expectations; establish Code of Conduct for meetings; use feedback tools

Code 210 Guiding Principles We create a positive, supportive environment where everyone s views are respected We build/maintain strong trust between management and employees Leaders/managers look out for employees best interests Employees give best effort and are accountable for their work Leaders/managers consistently model the behaviors they expect from employees Employees are motivated to be inquisitive, offer ideas, and seek to understand why we do what we do Everyone takes pride in their work, and quality of work improves

Assess Procurement-related knowledge of workforce to improve quality Assess competency at all levels of organization Use techniques such as discussions over file content as well as alternatives that assess competency without sacrificing anonymity Actions: Look for competency trends using performance management processes; emphasize positive working relationships that improve knowledge sharing; establish mentor/buddy system (see Recommendation #1) 4. Raise awareness of probationary period for new supervisors Ensure focus on Code 210 Guiding Principles, completion of required and optional training to improve communication skills for new supervisors Ensure coordination with OHCM, including assessment by PO that probationary period successfully completed Actions: More frequent check-ins with new supervisors; solicit feedback; coordinate with OHCM; establish mentors for new managers

Improve communications during file reviews Develop review guidelines; communicate distinctions between comments based on regulatory/statutory requirements vs. recommended/style-based Provide clear rationale for comment Actions: Review process and procedures to be re-examined as part of potential use of Sharepoint for virtual file reviews; ensure that reviews consistently provide context/explanation for comments; encourage face-to- face discussion if comments not understood 6. Improve orientation for employees during office reassignments Ensure receiving manager meets with moving employee prior to announcement New manager designate office buddy for new employee to help with transition Actions: Reinforce current expectation that losing and gaining supervisor will meet with employee prior to move announcement; designate buddy in new office to help acclimate moving employee

Improve physical work environment of offices Perform routine office surveys/inspections to determine needs Office should provide prioritized list of needed items to Associates/PO. Associates/PO to advocate for requested items to Center management, to extent feasible Actions: Establish requirement for Associates/PM s to perform annual assessment and report to PO; Code 210 to ensure improvements are included in annual Code 200 budget call 8. Ensure Wallops and IV&V training/travel needs are accommodated Allocate budget for WFF and IV&V employees to travel to Greenbelt for training Cognizant Associate advocate for budget to Center/200 management Actions: Associates perform detailed review of WFF/IV&V travel needs on annual basis, and report to PO; ensure Division submittal to annual Code 200 travel budget call includes adequate estimates for WFF and IV&V travel

Improve communication of personnel movement/reassignments Advertise opportunities for inter-office moves, special assignments, to maximum extent practicable Examples include advertising in Division newsletter, Management Team meeting notes, or internal ads Actions: Now emphasizing more frequent open calls to 210 All via email for opportunities; e.g., Call for Self-Assessment review members; initiate Shadowing Program; pursue semi-annual calls for opportunities, such as SEB support, to establish pool of employees who have expressed interest in performing certain actions 10. Clarify Code 210 Telework/Core Hour Policy Code 210 Telework Guidance presented at February All Hands Meeting, and guidance and FAQ s posted on 210 home page

Performance Planning All Performance Plans for upcoming rating period must be finalized no later than May 26 Plans reviewed to ensure current priorities are captured All plans (supervisors and non-supervisors) revised to include support/adherence to Code 210 Guiding Principles Procurement Functional Work Objective element updated to reflect Agency emphasis on CPARS, Award Fee Evaluation System reporting, support of Small Business program Language added to clarify expectations when work and/or personnel reassigned Emphasis added on personal responsibility for quality/timeliness of work assignments Emphasis added on sharing of knowledge, particularly for senior personnel

Code 210 Shadowing Program Available to all Code 210 personnel Sign-up through link on Code 210 Home Page Specific opportunities identified for shadowing; will consider expansion as program is assessed Will provide best effort to match requestors with opportunities, but many events have limitations on attendance Participants expected to share information learned with co-workers (while protecting sensitive data)
