Introduction Regional Technical Meeting on Coastal Fisheries and Aquaculture 4 previous meetings: 2017, 2018, 2019, 2021 Purpose: Bring together coastal fisheries and aquaculture scientists and technical experts in the Pacific to discuss important technical and scientific gaps, needs, challenges and opportunities Strategic direction setting framework, information flow and decision-making process for Pacific coastal fisheries and aquaculture: RTMCFA Heads of Fisheries Regional Fisheries Ministers Meeting PIF Leaders Recent examples: Regional Framework on Aquatic Biosecurity Pacific Framework for Action on Scaling up Community-based Fisheries Management
RTMCFA5 Themes: Discuss and address key technical issues affecting coastal fisheries and aquaculture Support better evidence-based resource management and the equitable access to resources Enhance the sustainable development of aquaculture and nearshore fisheries Learn from COVID-19 experiences to adapt approaches for 2023 and beyond Topics Technical sessions: 1. Changing behaviour in coastal fisheries and aquaculture through MCS 2. What science is needed for CITES non-detriment findings (NDF)? 3. Developing the Regional Aquaculture Strategy from Assessment to Strategy 4. National Aquatic Biosecurity Plans Using the Regional Aquatic Biosecurity Framework as a roadmap 5. Coastal fisheries & aquaculture: What tools? When to use them? How to get training & support?
CBFD2 A meeting-within-a-meeting approved by HoF and endorsed by RFMM Convened by and focused on CSO and other NSA participation Led by an independent convenor, supported by the interim CBFD Advisory Group Purpose: CSO/NSA community provide information, advice and key needs on CBF to RTMCFA HoF RFMM Share experiences and lessons from community-based initiatives Dialogue on community-driven coastal fisheries issues of common regional significance SPC FAME role is to provide secretariat support
Reporting Outcomes and Actions Report of RTMCFA5 Outcomes Report from the CBFD2 appended to RTMCFA5 Outcomes & Actions Report Summary of decisions, outcomes and recommendations identified by the Chair, and agreed by meeting consensus Includes a limited number of specific, high priority meeting outcomes and key recommendations RTMCFA4 reports to HoF15 in late March 2023 HoF15 reports to RFMM4 in mid-2023
Format and process RTMCFA5 and CBFD2 are hybrid meetings: in-person and virtual Topics identified from priority needs and member requests Each day: Two x 2-hour sessions Each session will have a short presentation on the specific technical issue Breakout group discussions facilitated Plenary discussions and decisions Due to time constraints no observer statements, but Information Papers English: https://fame1.spc.int/en/meetings/261 French: https://fame1.spc.int/fr/meetings/261
