  1. CSD - IOU Collaboration Efforts Update 6/8/2017

  2. Over past 3 months CSD and the IOUs have met: March 16, 2017 May 1, 2017 June 7, 2017 Collaboration efforts have focused in the following 3 areas: 1. Data Sharing 2. Multifamily Co-Funding Strategies 3. Program Coordination / Referral Processes 2

  3. 1. Data Sharing 2 Primary Purposes Provide client energy usage data to assist CSD s compliance with federal and state reporting requirements (Requires 24 months pre-service delivery and 36 months post service delivery) Sharing weatherization project information: Promote leveraging between programs Assist with program planning Avoid duplication of services Better program coordination Improved targeting of services 3

  4. 2. Multifamily Co-funding Strategies In accordance with the Proposed Decision directives Establish Balancing Accounts to fund installation of ESA measures within CSD s LIWP multifamily projects Potential Outcome: Allow LIWP to fund improvements in more properties and enhance investments in common area measures and solar renewables 4

  5. 3. Program Coordination / Referral Processes Identify and explore strategies to better serve the following low-income customers: High Energy Users / High Energy Burden Customers that rely on non-IOU fuel sources to heat or cool their homes 5

  6. Require Non-Disclosure Agreements (NDAs) currently being reviewed and further developed by IOU legal teams File Testing CSD has provided sample address files to IOUs to evaluate: Ability to successfully match CSD customer records to IOU billing accounts Test modes of transmission / file delivery Identify key fields needed to better track and identify client records over a 5-year period 6

  7. By June 30th Finalize & Execute NDAs By July 31st Finalize technical considerations Complete testing and identification of fields to ensure successful matching and tracking of clients Determine mode and frequency of file exchange 7

  8. CSD has committed funding to complete between 60 80 low- income affordable multifamily projects within the next 2 state fiscal years Based on the affordability restrictions at these properties it is estimated that approximately 72% will qualify under ESA s 80/20 rule These projects have been used to develop IOU estimates for Balancing Accounts There are a number of significant program differences that will need to be addressed in order to operationalize Balancing Accounts 8

  9. Income Eligibility LIWP - 80% AMI ESA Approx. 200% FPL Difference in measure installation policies Assessment Measure Qualification Reporting Requirements Collection of information needed to report to IOUs Contractual Agreements between CSD and IOUs 9

Next Steps Over next 60 days: CSD to detail income qualification standards & procedures submit to IOUs for evaluation and concurrence IOUs to provide a condensed version of their measure installation standards and policies Establish parameters for project reporting and invoicing Begin formalizing the scope of work, general terms and conditions of contract agreements between IOUs and CSD 10

Processes currently exist to refer clients Experiencing financial difficulty paying their utility bills, and; With weatherization needs outside the scope of ESA programs CSD and IOUs have begun discussing ways to strategize targeting two groups of low-income customers High-energy Users IOU Customers that rely on non-IOU fuel sources to heat or cool their home Strategize ways to avail both CSD and IOU service offerings to these customers in ways that are both cost-effective and less burdensome to customers Given the complex nature of this objective further discussions are needed 11
