United States Department of Agriculture Office of the Chief Financial Officer NATIONAL FINANCE CENTER NFC SFTP Work Group Meeting Process Flow The Agency Network POC will work with NFC network personnel to: a) Determine whether your server supports SFTP. b) Determine whether your server has Pretty Good Privacy (PGP) key capability. c) Configure servers & set up firewall rules. d) Establish connections between the NFC server and the Agency server. e) Exchange IP addresses. f) Test network traffic between end points. g) Provide server file names. The Agency Security POC will work with NFC security personnel to: a) Download recommended free security software. b) Exchange PGP keys with NFC. The Agency Testing POC will work with NFC network and development personnel to: a) Troubleshoot and test connectivity. b) Troubleshoot and test file contents. The Agency Interconnection Security Agreement (ISA) POC will work with NFC ISA personnel to: Review the existing ISA to identify changes needed to network architecture or establish a new ISA, if none exists. Agency submits the completed Form AD-3003 and Form AD-3113 to NFC.GESDREQUEST@usda.gov. 2. NFC requirements analyst contacts Agency within 15 days to acknowledge receipt of the request. 3. NFC requirements branch assigns a due date for Functional Requirements Document (FRD) based on project complexity and/or Agency priority (e.g., 30 days for a small project, 60 days for a medium project, and 90-120 days for a large project). 4. If file changes are required (i.e., files added/deleted or file formats modified): a) NFC requirements branch requests an Interim Interagency Agreement (IIA) to fund requirements. b) NFC sends the IIA to Agency. c) Agency returns the signed IIA within 14 days. 4 Bulletin HRPAY 19-13, Secure File Transfer Protocol (SFTP) Process

NFC requirements analyst conducts meetings with the project team to further define and clarify requirements. 2. NFC requirements analyst completes the FRD and submits to Agency. 3. Agency returns the signed FRD within 14 days. 4. Agency reviews, updates, and returns the signed ISA to NFC. Note: No updates to the ISA are required unless more than 3 years have passed since it was last updated, or the project requires changes in network architecture (e.g., IP Address). 5. Agency or vendor provides IP addresses, port, domain name, server. 2. NFC builds workflow process, account profile, firewall rules, PGP encryption keys, and establishes server connectivity. 3. Agency or vendor loads PGP encryption keys, modifies firewall rules, and establishes server connectivity. 4. NFC and Agency or vendor tests server connectivity. 5. NFC schedules project for implementation. NFC MUST have signed IIA (if applicable), signed FRD, signed IA package (if applicable), established connection, signed ISA 6. NFC development staff writes code to create requested data file changes. 7. NFC development staff tests file contents with agency. 8. NFC migrates software code. 9. TN3270/Rumba/Telnet/SSH - Any connectivity specifying IP addresses must be updated to utilize the DNS name or be prepared for changing on the date of the cutover. 2. FTP/SFTP - Agencies utilizing IP addresses in job commands must modify the IP addresses or change to DNS names. 3. Connect Direct - Agencies utilizing Connect Direct must confirm they are using a host name for NFC s Connect Direct Node or must establish a new node for testing and be prepared to modify the existing node at cut over. 4. Firewall Rules / White Lists - Agencies with firewall rules that allow traffic to or from NFC for file transfers, remote printing, or system access must update those rules to allow access between the new addresses. 7.
