3 Program Overview Goal of the Hate Crimes Grant Program Minimize bias-motivated incidents Provide support to at risk institutions or organizations At risk organizations that have been targets or are at risk of being targets of hate crimes
4 Program Overview Code of Virginia 52-8.5, Hate crime definition: (i) a criminal act committed against a person or his property with the specific intent of instilling fear or intimidation in the individual against whom the act is perpetrated because of race, religion, gender, disability, gender identity, sexual orientation, or ethnic or national origin or that is committed for the purpose of restraining that person from exercising his rights under the Constitution or laws of the Commonwealth or of the United States;
5 Program Overview Code of Virginia 52-8.5, Hate crime definition: (ii) any illegal act directed against any persons or their property because of those persons' race, religion, gender, disability, gender identity, sexual orientation, or ethnic or national origin;
6 Program Overview Code of Virginia 52-8.5, Hate crime definition: (iii) all other incidents, as determined by law enforcement authorities, intended to intimidate or harass any individual or group because of race, religion, gender, disability, gender identity, sexual orientation, or ethnic or national origin.
7 Funding Opportunity Local Governments eligible to apply Requests can be made for up to $200,000 Project period: July 1, 2025 June 30, 2026 Applications due July 30, 2025, by 5:00 pm
8 Eligibility Local Governments are eligible to apply Must be partnered with non-profit organization(s) May partner with other localities to adopt a regional approach Non-profit organizations are not eligible to apply May be included as a beneficiary of the project Must be partnered with their local government
Objectives 9 The Combating HCGP will fund: Security Assessments for Partner organizations Facility upgrades based on assessment results Security Personnel or contractors Equipment Supplies
Objectives 10 The Combating HCGP will Not fund: General crime prevention activities without a direct nexus to hate crimes will not be funded. For example, requests for items such as flock cameras, general law enforcement equipment or overtime for law enforcement officers that will not clearly benefit specifically identified at risk partners will not be funded.
Objectives 11 The Combating HCGP will Not fund: weapons, ammunition, and related equipment construction or renovation land acquisition lobbying and political contributions honoraria or bonuses food/alcohol; and/or vehicles
12 Register in OGMS Every user who manages a DCJS grant will need to register for an account. Includes individuals responsible for submitting a grant application, completing status reports, entering claims, and requesting funds. Project Directors, Project Administrators, and Finance Officers are encouraged to register. 13 Summary Anyone in the organization working on the grant should register in OGMS. Applications are due by 5:00 p.m. on July 30, 2025. The application must be submitted in OGMS. Grant requirements and instructions can be found in Funding Opportunity in OGMS and on the DCJS website. Applicants can request up to $200,000 per application.
