STRATEGIC PLAN UPDATE YEAR 3 JUNE2015 DECEMBER 2016 Major Highlights: $3 million dollar budget augmentation to the Commission s baseline budget to support and accelerate work on updating and certifying new LCPs - (Goal 4 and Goal 7 of the Plan ); Commission s adoption of the Sea Level Rise Policy Guidance in August 2015; (Goal 3 Action Item 3.1.1) Award of Round 3 of Local Assistance LCP Grants to local governments (Goal 4, Action Items 4.1, 4.2); First use of the Commission s Administrative penalty authority to address public access violations (Goal 5, action Item 5.4.5).

COMPLETED ITEMS INYEAR 3 Goal 1, Maximize Public Access: 1.3.2 -Create County Access Guide Maps 100,000 LA County Maps published in English and Spanish (December 2016). Note, made possible through grant funding from Coastal Impact Assistance Funds. Goal 2, Protect Coastal Resources: 2.2.1 -Develop Guidance to Address Marine Protected Areas (MPAs) Finalized MOU between state agencies, non-profits and federal partners signed to support implementation of the MLPA and CA MPA network. 2.2.3 -Participate in Development of SWRCB Desalination Policy Desalination Amendment to the Ocean Plan adopted in May 2015.
COMPLETED ITEMS IN YEAR 3 Goal 3, Addressing Climate Change through Planning, Permitting and Education 3.1.1 Adopt LCP and Permitting Sea Level Rise Guidance Adopted August 2015 Goal 4, Strengthen the LCP Planning Program 4.3.2 - Implement Pilot Digital LCP project project completed June 2015, using federal 309 funds. Current efforts continue to add certified baseline LCP documents to the Digital LCP Library. 4.5.2 - Implement Online Posting of FLANs Statewide appealable projects report available online, updated daily.
COMPLETED ITEMS IN YEAR 3 Goal 5, Improve the Regulatory Process, Compliance and Enforcement 5.5.1 - Update list of Federal Permits requiring federal consistency review update completed and revised list approved by NOAA May 2015, now incorporated into California s federally-approved Coastal Management Program. Goal 6, Enhance Information Management and E-Government 6.5.3 - Develop and maintain online in-house staff directory staff directory now available on network. Goal 7, Build Agency Capacity 7.7.1 - Establish Public Information Officer (PIO) Position PIO hired June 2015.
COMPLETE/IN PROGRESS IN YEAR 3 1.1.1 - Document and Assess Existing Public Access Resource Report on Status of Accessways for Northern CA. 1.3.3 - Web/Mobile Public Access Tools Launch of Yourcoast.org; additional work in progress on mobile application/tools. 2.4.3 -Promote Water Quality Protection Policies and Practices Updated MOA with Monterey Bay National Marine Sanctuary; ongoing work on water quality protection policies continues. 3.3.3 - Provide public information re: GHG Reduction Public education efforts on tips/best practices
COMPLETE/IN PROGRESS IN YEAR 3 .4.4.1 - Conduct Periodic Local Government Workshops workshop held Nov 2015. 5.3.1 - Evaluate Status of Condition Compliance update Special Conditions Compendium (June 2016); additional work remaining on condition compliance. 7.3.1 - Increase public participation in PE programs Participation increased significantly, including more participation in Coastal Clean-up Day); and efforts to increase participation in PE programs will continue. 7.5.1 - Evaluate retirement projects and program implications for next three to five years - completed staff survey of retirement age staff; continue work on implications.
