  3. 2012-13 CHE Legislative Agenda Aggressive Advancing Commission s strategic plan (Reaching Higher, Achieving More) Creation of a higher education system that is student-centered, mission-driven, and workforce aligned Promoting completion, productivity, and quality

  4. 2012 CHE Legislative Agenda Important bills from the 2012 session: HEA 1220: credit hour limits (60 for AA/AS, 120 for BA/BS) SEA 182: 30-credit statewide transferable general education core

  5. 2013 CHE Legislative Agenda CHE promoted eight bills during the 2013 session: SB 182 (Single Articulation Pathways); HB 1001 (budget bill; also contained language on student teaching stipends) HB 1002 (IWIS); HB 1052 (Quorum); HB 1312 (EARN Indiana); HB 1314 (Board for Proprietary Education); HB 1341 (eTranscript); HB 1348 (Financial Aid Reform)

Other 2013 Legislation of Note The General Assembly enacted other legislation directly affecting the Commission or higher education more broadly: SB 98 (regional campuses); SB 115 (combat to college); SB 177 (in-state tuition for veterans); SB 180 (higher education grading & faculty organization); SB 207 (resident tuition); SB 402 (principal leadership institute); SB 406 (dual credit); SB 409 (teacher preparation programs); SB 465 (regional works councils); SB 532 (ISM); HB 1005 (remediation); HB 1427 (education standards)

  7. Progress on Implementation HB 1001: Student teaching stipend programs fully operational HB 1052: fully implemented HB 1312: EARN Indiana program fully operational HB 1341: fully implemented by 2015

  8. Progress on Implementation HB 1348: full implementation will not be complete until AY 2017-18. Degree maps Completion requirements Performance incentives Part-time grant changes

  9. Progress on Implementation Progress is being made on implementing other legislation. SB 98 process is complete; HB 1427 process will be complete in April 2014 Working with DOE, DWD on HB 1005 guidance and identifying tests/remediation

  10. Progress on Implementation Ken Sauer will provide an update on the implementation of both the 2012 and 2013 SB 182 and HB 1314

  11. What Do These Laws Mean for Me? It really depends on a few things: Are you also an advisor? Do you teach in a teacher preparation program?

  12. What Do These Laws Mean for Me? You may also notice changes in the make-up of the students you teach: May have more veteran students Depending on K-12 academic standards, may have better prepared students

  13. Updates from 2014 Session Legislature is currently considering legislation that would re-visit some of the issues from 2013. HB 1388 (teacher quality preparation) Makes some changes to teacher preparation program rating system and creates some additional information sharing requirements HB 1003 (Indiana Network of Knowledge) Makes some significant changes to 2013 s HB 1002 with respect to IWIS
