What is the CEB Program. Under Investing in Canada Infrastructure Program, Provinces and Territories are asked to develop a community employment benefits approach and to establish associated targets in infrastructure plans. The goal is to contribute to the development of a skilled workforce that will be readily available for ongoing and future infrastructure projects and to ensure that the diversity of workers on the Project reflects the diversity of the residents of the City of Edmonton.
