  1. INDIVIDUAL VOTING COUNCIL BRIEFING NOTE MAR 24 Rationale for changing to a One Member One Vote system (14 pages) Comparison table showing proposed changes to the governance documents (26 pages) Schedule for the handling of resolutions at the Oct 24 Annual Conference (10 pages)

PRESIDENTS VIEW Need to do something to enfranchise full membership: therefore support the principle of OMOV, but current proposals: Disenfranchise Branches such that the voice of the primary units of the Association are no longer heard in Annual Conference and cannot influence decision-making Weaken the role of Annual Conference: pre-conference votes heavily outweigh those on the day making Conference of little value. Suggested Dual Vote system to overcome problems

  3. DUAL VOTE KEY FEATURES Retain most of the existing Branch delegate voting arrangements Add the provisions of the pre- Conference OMOV arrangements as proposed in the paper Make the passing of Resolutions dependent upon approval in both, quite separate, houses , pre- Conference and Conference.

  4. DUAL VOTE STAFFING Briefed to Area Conference and at 5 WG webinars Jul/Aug. Some support, but no strong clamour for adoption Despite request, suggestion not published on WG Portal folder WG advise that suggestion will get a mention (but not support) in final Conference papers to be issued on 16 Sep

  5. CURRENT STAFFING Draft Conference Resolutions issued Jul 24 complex, incorporating new material President has requested WG to: Include within the bundle issued on 16 Sep an updated version of the WG s comparison table showing final proposed changes to the governance documents Consider holding webinars in the period 16 Sep to 13 Oct

WAY AHEAD (2 SEP) Receive Branch input and encourage consideration of AVFA WG website folder A Voice For All (AVFA) Working Group (rafa.org.uk) Agree that President should attend Annual Conference as Branch delegate Publish pre-conference bundle on the website when available (16 Sep) Agree Branch positions on Conference Resolutions at 7 Oct GBM
