  1. UW System Administrative Policy Overview System Policy 625 - Youth Protection and Compliance Prenicia Clifton, UW System s Youth Protection and Compliance Administrator

Youth Projection Need UW System is expanding its compliance efforts to further protect precollege youth, faculty, staff, and college students UW System institutions offer hundreds of academic and recreational programs and activities to youth (ages 5-18 years old) We have an obligation to provide the utmost of protection and care when they are here These additional requirements will add another layer of safely protocols and resources for youth protection

  3. Policy Purpose Establish minimum protection standards of minors engaged in covered youth programs that each institution must follow Each institution may also elect to develop their own procedures and/or guidance to support compliance with this policy Effective Date All UW System institutions must update their policies and practices to adhere to these minimum standards by March 1, 2023 Refer to SYS 625, Youth Protection and Compliance for definitions and specific minimum requirements of this Policy.

Is this a Covered Activity This activity is not a covered activity and may fall under other guidance and/or policies No This activity is a Covered Activity under Sys Policy 625 Does the activity take Custodial Care of minors? Yes This covered activity may be a third party activity *See additional charts No Does UW System take custodial care of the minor? This is an university sponsored covered under Sys Policy 625 Yes Custodial Care: The temporary responsibility for supervision, care, or control of Minors without accompanying parents, guardians, or chaperones.

  5. Is this a 3rd Party Youth Activity This is considered a 3rd Party Covered Activity No Is the covered activity ran and or owned by a UW System ? This covered activity is a university sponsored event Yes Third Party: An organization or individual not affiliated with the Institution that is engaging in Covered Activities.

  9. Policy Components Institutional Oversight Designate an employee/department with the responsibility and authority to ensure Covered Activities are conducted pursuant to all policies. Designate a youth protection liaison to be the main point of contact with UW System for this policy. Institutional Sponsor Designate an Institutional Sponsor for all Covered Activities. Registration Process for Covered Activities must collect registration information, at a minimum: 1) Date(s)/time(s) of covered activity; 2) Primary contact for covered activity; 3) Authorized adults names, contact information, screening, training Refer to SYS 625, Youth Protection and Compliance for definitions and specific minimum requirements of this Policy.

  10. Policy Components Screening Follow screening policies, procedures, and background checks for authorized adults. Follow all data management and record retention policies. Training Train all authorized adults prior to interaction with youth participants in Covered Activities. Prohibited Behaviors Identify, monitor, and report prohibited behaviors. Measures to Maintain adequate Supervision of Youth Participants Supervision ratios in covered activities should meet the minimum standards. Refer to SYS 625, Youth Protection and Compliance for definitions and specific minimum requirements of this Policy.

  11. Policy Components Overnight Covered Activities Indicate restrictions and requirements in policy for overnight covered activities. Recruiting Activities Governed by the NCAA Establish policy addressing youth protection in recruiting activities governed by the NCAA. Emergency Preparedness Require all covered activities to document minimum emergency preparedness protocols. Insurance Coverage Covered Activities must be covered by Camps and Clinics Blanket Accident Insurance or other insurance product(s) and approved by their risk management authority. Refer to SYS 625, Youth Protection and Compliance for definitions and specific minimum requirements of this Policy.

  12. Policy Components Reporting Obligations Adults must immediately report any suspected physical abuse or harm, neglect, sexual harassment or abuse, or illegal activity of a minor pursuant to the institution s EO54 reporting procedures and Title IX policy. Escalation Matrix Adopt an Escalation Matrix to guide decision-making around incidents that violate policy or trigger a reporting obligation. Retaliation Prohibit retaliatory actions against reporters, investigators, responders, and policy enforcers of violations Refer to SYS 625, Youth Protection and Compliance for definitions and specific minimum requirements of this Policy.

  13. Policy Components Consequences for Noncompliance Indicate violations of policies, protocols, or procedures may be subject to program termination, and/or disciplinary action. Third Parties Require Third Parties engaged in Covered Activities to sign a contract that includes: responsibility, meet minimum policy requirements, provide names and dates of birth of authorized adults and youth participants, and inform Third Parties that audits may occur at any time within seven years following the conclusion of the event. Data Retention Require covered activities to store protected health information and other confidential and sensitive data according to Regent Policy Document 25-5, Information Technology: Information Security. Refer to SYS 625, Youth Protection and Compliance for definitions and specific minimum requirements of this Policy.
