CIJIMS Project Update (Comprehensive Integrated Justice Information Management System) April 22, 2010 TCJIUG Annual Conference Corpus Christi, Texas
CIJIMS Project In July 2007, the Texas Association of Counties CIRA Board of Directors received a proposal from the CIRA IT Advisory Committee to conduct a study to determine interest in and feasibility of an integrated county owned software system to include comprehensive integrated criminal and civil justice and financial systems. Such a system would: Ultimately provide a completely integrated software package that would allow information to flow smoothly among all the various departments in the county. Enable counties to more easily relocate operations to another county in the event of a disaster. Allow counties to have direct input as to the features and functionality of the software program. Standardize information management across the state, thereby allowing free information exchange among counties and between counties and other levels of government.
CIJIMS Project - 2 The proposed system would also: Potentially reduce cost to procure county software and, in the long term, reduce annual maintenance costs. Reduce county hardware costs by using a web-based, hosted solution. Allow any new legislative mandates affecting the system to be implemented for all counties using the system uniformly. Give participating counties ownership and control of the software/data.

Project History July 2007 proposal brought to CIRA Board from the CIRA IT Advisory Committee. Fall 2007 Survey and feasibility study conducted January 2008 CIRA Board gave approval to go forward, contingent on commitments from counties to participate and fund the proposed project.
Project History April 2008 Project Advisory Committee Appointed Judge David Field, Chairman, Dallam County Judge Randy Sims, Brazos County Judge John Firth, Coryell County Judge Susan M. Redford, Ector County Judge Frank Summers, Milam County Judge John Thompson, Polk County Judge Joel Baker, Smith County Judge John W. Murrile, Wharton County Judge Rosalva Guerra, Zapata County May 2008 Non-binding resolution to participate in the proposed project was sent to counties with deadline of October 1 for approval by Commissioner Courts.
Project History October 2008 50 Counties had approved resolutions to participate in project CIRA Board of Directors approved Phase I of the project February 2009 Interlocal Agreements with request for funding sent to participating counties
Project History April 2009 The RFP for System Design Services for the CIJIMS Project was released on April 1, 2009. A mandatory pre-bid vendor conference was held in Austin on April 14, 2009 with 49 companies represented. June 2009 The CIJIMS RFP closed June 1, 2009 with 14 responses received. Eleven responses were sent to the evaluation team for review, with 4 finalists selected to make presentations to the CIRA Board of Directors. July 10, 2009 The CIJIMS Project was awarded to McLane Advanced Technologies, partnered with Sierra Systems.

CIJIMS Progress Project Kickoff: September 17, 2009 Currently: Site visits to eight subject matter counties are complete. Surveys have been distributed to all participating counties. Affiliate organizations have appointed Subject Matter Experts to be available for the project.
