The Budget Build is Confidential NRS 353.205(3) (proposed budgets are confidential until the Governor transmits the proposed budget to the Legislature at the State of the State Address) Key Deadline Operating Budget NRS 353.205(3) conflicts with our statutes: September 1 of even year: DIDS Proposed Budget Due to Budget Division The Executive Director must establish and submit a proposed budget for approval of the Board. NRS 180.410(1)(e) Budget Division can request changes at any time after submission The Board shall review and approve the budget for the Department. NRS 180.320(1)(f)
Base Budget (B000) The base budget is the continuation of budgeting for existing levels of services. The expenditures made in the even numbered year of the biennium constitutes the base. Overview State Budget Structure Adjusted Base (M150) M150 includes adjustments to base for one time purchases and partial year expenditures (The adjusted base budget is equal to the base budget plus or minus decision unit M150). Enhancement (E Decision Units) Enhancements represent the costs of new or expanding programs and other adjustments to enhance/maintain ongoing operations. Each enhancement request must be tied to a strategic priority as determined by the Governor.
Budget Request must stay within the 2x CAP limit $925,392 x 2 = $1,850,784 Base Budget The DIDS budget request will be based on the FY20 budget Continue funding 7 positions Request additional funds: Out-of-State Travel, In-State Travel, Operating, Information Services, Commission Travel, and Training categories. Any requests above this amount will be Enhancement Decision Units or Items for Special Consideration Death Penalty/Appellate Unit 6 new positions: 2 Death Penalty Attorneys, 1 Appellate Attorney, Supervising Legal Secretary, Mitigation Specialist, Chief Investigator Travel, equipment, office space, etc. Request funding for counties based upon the current proposed formula for the maximum contribution Funds for Training Rural Attorneys
Department Request Request Board Approve our Proposed Budget and allow Department to make changes as needed without bringing back to the Board due to NRS 353.205(3) requiring confidentiality Request recommendations of additional items Board would like to see built into budget
