Update - 2021-2025 Consolidated Plan & Analysis of Impediments Affordable Rental Housing Division March 6, 2020
Background Consolidated Plan 5 year HUD program planning document (2021-2025) Covers 5 HUD funded programs 1. Community Development Block Grant (CDBG) 2. Housing Services for persons with AIDS (HOPWA) 3. HOME Investment Partnership Program (HOME) 4. Housing Trust Fund (HTF) 5. Emergency Solutions Grant (ESG)
Background Analysis of Impediments 5 Year Planning Document (2021-2025) Used to help determine barriers to affordable housing Requires a plan to reduce or eliminate these barriers Reported out annually through the Fair Housing Action Plan (FHAP) which is a part of the Consolidated Annual Performance and Evaluation Reports (CAPER)
Annual Process Consolidated Plan is carried out through Annual Action Plans (AAP) Forward looking report AAP reports on annual program goals, funding awards and priorities for each program covered by the Consolidated Plan Comprehensive look at federal and non-federal funding utilization to assure federal goal alignment and address priority needs.
Annual Process AAP outcomes are reported through the CAPER Backward looking document The CAPER document tracks annual and cumulative achievements over the five year period. The FHAP is reported with the CAPER and reports on progress towards AI goals.
Current Activities OHCS is currently reporting on year 5 of the AAP and year 4 of the CAPER. A new Consolidated Plan and Analysis of Impediments is due to HUD by as early as mid-November of 2020. To assist OHCS with the research, development and outreach activities associated with these documents, OHCS and Business Oregon are contracting with Root Policy Research.
