TRUCKING PILOT PROGRAM o Program beginning March 1, 2020 through September 30, 2020 o Participation involves all ODOT Districts o Initial Focus: Small to medium projects with DBE trucking operations o Trucking log information requirement 3 | Monitoring Commercially Useful Function
TRUCKING PILOT PROGRAM (CONTINUED) o Trucking log focus is anticipated trucking verses actual work performed o Pilot Program Evaluation: Feedback from District CCOs, project field personnel, and prime contractors o Review and finalization of the policy and procedures o Roll out to Industry (anticipated January 1, 2021) 4 | Monitoring Commercially Useful Function
TRUCK MARKING REQUIREMENT Per 49 CFR 390, ODOT expects all contractors and subcontractors to adhere to all regulations regarding Commercial Motor Vehicle Marking and Identification: 49 CFR 390.21 requires the following marking rules: o The legal name or single trade name of the carrier operating the motor vehicle as it appears on the submitted MCS-150 (Motor Carrier Identification Report); o Their assigned US DOT Number; o If a name other than the name of the operating carrier appears on the vehicle, the words operated by must precede the name of the operating carrier. This applies to both interstate and intrastate marking rules. Statutory Regulations generally follow the Federal Regulations Ohio Interstate: Follows 49 CFR 390.21 If motor carrier holds intrastate operating authority issued by the OH PUCO, PUCO number may be displayed on both sides of each power unit also. **ODOT field personnel will not monitor for the US DOT number. However, they will monitor equipment to ensure it is marked with the company name** 5 | Monitoring Commercially Useful Function

FHWA 1273 REQUIRED CONTRACT PROVISIONS Federal-Aid Construction Contracts Form FHWA 1273 must be physically incorporated (not referenced) in all contracts, subcontracts and lower-tier subcontracts (excluding purchase orders, rental agreements and other agreements for supplies or services related to a construction contract). 8 | Monitoring Commercially Useful Function
