The Real Living Wage Residential There will be an expectation that the Real Living Wage, from April 2021, will be paid to care & support staff The RLW for 2021/22 has been confirmed as 9.50, and fee rates will be uplifted to reflect this, taking into account the current pay rates built into existing care fees There has been a broad recognition that the RLW is an aspiration that our local leadership would like to ensure for all of the adult care workforce Evidence shows higher rates of pay improves delivery and performance
A progressive funding model for Residential Care Providers wanting fees to better reflect the needs of residents A recognition that people living in residential care have unique needs and a funding model needs to reflect this A move away from a standard plus dementia rate A proposal to move to a banding system that reflects assessed, eligible needs - 3 bands to recognise challenging behaviour and people s level of engagement with support - A recognition that some people s challenging behaviours is constant and they do not engage. For these people we would look to use an assessment generated indicative budget to ensure the right amount of care is provided
Funding Model process We have completed a modelling process but want some information from providers so we can: (a) Adjust the model to more accurately reflect non-staffing costs, & (b) Make sure that our modelling includes issues that we haven t considered Our band 1, the standard rate, will be circa 540 per week We will produce figures for bands 2 & 3 once we have received further information from providers It would be helpful if you can complete a simple cost analysis table that we will email you, and return it to the Adult Care Commissioning Team AdultCareCommissioningTeam@rochdale.gov.uk by the 9th of December
A further residential consultation meeting will be held on the 11th December to present the completed funding model and have a fuller Q & A session The consultation hub will remain open for a further week, closing on the 18th December, to allow time for people to make further comments following the second residential meeting Questions, issues, views?
