COP 15 Outcomes: Capacity Development and Technical and Scientific Cooperation (TSC) Target 20 of GBF: Strengthen CB&D, TT, innovation & TSC A long-term strategic framework for capacity building and development (Annex I) TSC mechanism comprising a network of regional and/or subregional support centres to be coordinated at the global level by a coordination entity (Annex II) An informal advisory group on TSC to provide strategic advice on practical measures, tools and opportunities to promote and facilitate TSC, technology transfer, CB&D, KM and the CHM (Annex III)

Target 20 Strengthen capacity-building and development, access to and transfer of technology, and promote development of and access to innovation and technical and scientific cooperation, including through South-South, North-South and triangular cooperation, to meet the needs for effective implementation, particularly in developing countries, fostering joint technology development and joint scientific research programmes for the conservation and sustainable use of biodiversity and strengthening scientific research and monitoring capacities, commensurate with the ambition of the goals and targets of the framework.

Capacity-Building and Development The ES was also requested to: Promote awareness of the LTSF Upcoming regional dialogues Enable Parties prepare thematic CB&D action plans Facilitate the development of an island biodiversity CB&D action plan Support Parties to integrate CB&D components into their NBSAPs or develop national CB&D Action Plan Organise a CB&B forum to share experiences, good practices and lessons learned in biodiversity CB&D

Decision 15/8 - Section B: Technical and Scientific Cooperation (TSC) TSC mechanism: a network of regional and/or subregional support centres Global coordination entity (Annex II of decision 15/8) modalities for the operationalization of the global coordination entity will be developed by SBI 4 Secretariat facilitating the process to identify and select organizations that could host the centers -notification to be sent out shorty Criteria for selection (paragraph 4 of annex II)

Section B: Technical and Scientific Cooperation An informal advisory group on TSC established to provide strategic advice on practical measures, tools and opportunities to promote and facilitate TSC, technology transfer, CB&D, KM and the CHM in support of the KM-GBF (Annex III of decision 15/8) First meeting: 14-16 June 2023
