Mandate: NDCs in Paris Agreement Agreement aims .. hold the increase in the global average temperature to well below 2 C above pre- industrial level and pursuing efforts to limit the increase to 1.5 C above pre-industrial levels (Art. 2.1) To achieve the long-term temperature goal set out in Article 2, Parties aim to reach global peaking of GHG emissions as soon as possible, recognizing that peaking will take longer for developing country Parties, and to undertake rapid reductions thereafter balance of emissions and removals, (Art. 4.1) Each Party shall prepare, communicate and maintain successive nationally determined contributions (NDCs) that it intends to achieve Parties shall pursue domestic mitigation measures, with the aim of achieving the objectives of such contributions (Art 4.2) Each Party s successive NDC will represent a progression beyond the Party s then current NDC and reflect its highest possible ambition, reflecting its common but differentiated responsibilities and respective capabilities, in the light of different national circumstances. (Art 4.3.) 1

COP23 in Marrakesh: key tasks and outcomes on ETF Considered views submitted by Parties on the existing MRV system and start shaping the approach for Modalities, procedures and guidelines (MPGs) under the Enhanced Transparency Framework (ETF) Started shaping the guidance for the information in NDCs (e.g. assumptions and data used) and their features (e.g., types of targets: nation-wide, quantified, conditional) Initiated elaboration of the guidance for accounting for Parties NDCs (how Parties assess the progress in their mitigation targets (NDCs) and compare such targets against their actual emissions) 6
APA workshop on transparency 16-18 May 2017 What should be the specific components of the MPGs of the ETF? How should the ETF build on and enhance the transparency arrangements under the Convention, recognizing that development of MPG should build on the relevant experiences? With respect to the MPGs, how to operationalize flexibility for those developing countries that need it in the light of their capacities? 7
