  1. DELIBERATIVE DEMOCRACY Meaning,origin and Conditions required for its successful working

  2. What is deliberative democracy? It is a form/type/model of democracy that gives importance to debate or discussion.it believes in the principle that deliberation should be central to decision making. It is different from aggregate democracy of Bentham as it is based on the principle of majoritarianism.

  3. ORIGIN The idea of deliberative democracy is very old.It dates back to ancient Greek city states.It is reflected in the writings of Pericles,an Athenian statesman.According to him discussion is not a stumbling block but an essential prerequisite for any wise action. It is also reflected in the philosophy of great political thinkers like Aristotle,Rousseau and John stuart Mill. The term deliberative democracy is coined by Joseph M.Bessette in his work Deliberative Democracy:The majority principle in Republican government in the year1980 when there was a decline in deliberation worldwide.Hence the idea gained significance. Even John Rawls and Amartya Sen are the main supporters of deliberative democracy who have given due importance to public reasoning as it is essential for decision making in a democratic society.

  4. Causes of emergence Around the world democracy has been reduced to head counting principle.Everybody is overlooking the deliberative aspect of democracy. Democracy is not a game of numbers rather who has right argument.There is a sharp decline of deliberative chambers around the world, giving rise to either executive highhandedness or judicial supremacy. So free and open debate among equal citizens should continue until the emergence of a community decision.

  5. Conditions for successful working of deliberative democracy It requires active participation of the people and for that two things are required. 1.CAPACITY BUILDING 2.SUPPORTIVE ENVIRONMENT

The successful working of deliberative democracy finds its expression in the writings of Hannah Arrendt,Joshua Cohen and Habermass Joshua Cohen is a key theorist of deliberative democracy.For him the following conditions are required such as 1.Non coercive social environment where people express their opinion freely 2.A society where people recognize therights of each other 3.Educational and economic empowerment. 4.Provision of Right to information

  7. Views of Habermass:For active participation of people certain conditions are required 1.presense of public sphere 2.ideal speech situation 3.communicative action

  8. Benefits 1.produces decision of better quality 2.Increases the possibility of reaching consensus on the subjects of common good 3.creates community buy in 4.increases respect for pluralism of values 5.increases public accountability.

  9. CONCLUSION Deliberative democracy should not be reduced to Audience Democrcy .As per the views of Dennis Thompson,in a well constituted deliberative forum,through give and take of arguments,participants can learn from each other,come to know their individual and collective missapprehensions and develop new views that can more successfully withstand critical scrutiny.
