Developing a new Local Plan for North East Derbyshire David Thompson Assistant Director of Planning
Welcome Introductions Overview of programme timetable What Council Officers hope to get from these sessions Key objectives for you?
Current situation Current Local Plan adopted in November 2021 and sets out the spatial strategy for development in the District; The Local Plan is the cornerstone of decision making on planning applications; Plans are required to be reviewed every 5 years, we have commenced an early review due to change in national planning policy.
National Planning Policy changes Significant change to how housing need is calculated this has almost doubled the current Local Plan target; Housing land supply challenge likely in the relatively short term (including before new target takes effect); Review of Green Belt required where release of Green Belt land required to meet housing and other needs.
District Councils response Deadline for submission of Local Plans under the current assessment process is December 2026; The District Council s political leadership has approved a 2 year timetable that is targeting submission of a Plan for consideration by the Planning Inspectorate by that date; The timetable is tight but made more realistic by progress on evidence gathering over last 12 months plus; Consequences of not targeting December 2026.
Current progress Evidence base update commenced late 2023. Remains ongoing but Housing and Employment Need Assessments undertaken; A call for sites process was undertaken between Sept 2024 and Jan 2025. we invited submissions for a range of land uses. Circa 250 sites put forward. Initial assessments of the suitability of these sites is ongoing; Engagement with District Councillors via the Local Plan Working Group.
Site submissions 275 sites in total Fairly evenly distributed 210 private housing 150 affordable housing 38 employment 3 traveller pitches 74 BNG
Key strategic issues Not just housing .. Employment land; Environmental issues (built & natural), Climate change Renewable energy, Health Recreation space Flood risk management
Future consultation Formal public consultation programmed for June/July 2025 (issues and options consultation) and June/July 2026 (consultation on draft version of the Plan); Informal consultation throughout the process. In person events and online survey to gather views on the main issues that the new Plan needs to address. These will be held over next few months; Focus groups will run from June 2025 through to the latter stages of the developing the draft Plan.
Issues and Option consultation We want to ask open questions on how we shape the future of development in the District, within the context of the national requirements; This is a relatively constrained district 4 main towns, Green Belt across the north and around the west and southern edges of Chesterfield, relatively small settlements in the rural west; There is however significant housing need as demonstrated by the HNA, there is also need for a range of employment land alongside housing growth
Issues and Option consultation Nevertheless, we want to hear views on how we best accommodate the development that we need to deliver for a Plan to be successful at Public Examination; We are working hard to engage infrastructure providers NHS Integrated Care Board and (potentially) community transport providers; Discussions with DCC Highways, Lead Local Flood Authority, Utility providers etc will develop in the near future.
Issues and Option consultation Questions will be around where best to locate development and how the impacts might be mitigated, recognising that the growth of the 4 main towns is highly likely; How town centres might be repurposed through regeneration, the types of uses that would be appropriate in these locations and how we encourage business growth; We will seek views on priorities around environmental issues and access to public open space and how we mitigate the impact of large scale development.

We will be advertising the informal consultation events through various databases held by the District Council, as well as via newsletters to residents; We want to hear your views on how a Local Plan can best meet housing needs, support economic growth and develop policies on biodiversity net gain and tacking climate change; We know that this poses difficult and controversial questions, but we need to hear ideas as to how we can meet the challenges facing the district.
