2 GUIDELINE 10: DEVELOPING AN ENERGY MANAGEMENT ACTION PLAN Welcome and thank you for taking the time to read this guideline. This guideline is the 10th in a series of 15 guidelines on different components of a Municipal Energy Management System. This guideline is focused on how to develop an energy management action plan and covers the following: Municipal Energy Management Systems Programme Guideline Series Why do we need an energy management action plan? What should be included in an energy management action plan? What is the best way to organise an energy management action plan?

4 USING THE PLAN-DO- CHECK-ACT CYCLE ISO 50001, the international standard for Energy Management Systems, adopts the Plan-Do-Check-Act Cycle to ensure the continuous improvement of energy management systems. Check Act The PDCA (Plan Do Check Act) Cycle is an iterative four-step management method that is used in many contexts to achieve the continuous improvement of processes. 7 WHAT IS AN ENERGY MANAGEMENT ACTION PLAN? An energy management action plan outlines how to implement an energy management policy It articulates the energy management targets of the municipality It details the various energy management interventions that a municipality will aim to implement in a year 7
8 KEY ELEMENTS OF AN ENERGY MANAGEMENT ACTION PLAN Targets for energy use and energy generation in different areas of municipal operation A clear list of tasks and activities to achieve the targets A clear system for monitoring and evaluation of actions An allocation of human and financial resources A clear allocation of responsibilities 8
9 WHY IS AN ENERGY MANAGEMENT ACTION PLAN REQUIRED? An energy management policy provides a strategic statement on how energy should be managed in a municipality For implementation of the policy to take place a clear plan is required on how to implement the policy An energy management action plan bridges the gap between policy and implementation on the ground 9

11 AN ENERGY MANAGEMENT ACTION PLAN SHOULD INCLUDE ACTIONS FOR EACH ELEMENT OF THE MUNICIPAL ENERGY MANAGEMENT SYSTEM Policy: Actions related to establishing and reviewing the policy Organisation: Actions related to setting up and managing organisational structures Skills and Knowledge: Action related to building capacity and knowledge Information Systems: Actions related to developing systems to measure energy use and saves Marketing and Communication: Actions related to communicating and marketing energy implementation Investment: Actions related to securing energy management investments Municipal Energy Management Systems Programme Guideline Series Implementation: Actions related to implementing energy management interventions 11
12 WHAT INFORMATION SHOULD BE INCLUDED FOR EACH ACTIONS? The actions title should provide the reader with a basic understanding of what the action is Title A description of an actions should provide a brief overview of the action so that a reader can understand what will be done. Description A list of indicators that if achieved prove that the action has been successfully implemented Indicators of success Activities are the key things that need to be undertaken to achieve the action successfully Activities Time frame The time frame of the action and its activities Municipal Energy Management Systems Programme Guideline Series Budget The budget required for each of the activities 12
13 EXAMPLE OF AN ACTION FROM AN ENERGY MANAGEMENT ACTION PLAN Development and rolling out of a energy management skills- development and knowledge-sharing program Title The purpose of this action is to better understand the current energy management skills and knowledge of staff working in this area and to develop and implement capacity building activities to address any gaps Description A continuous, multi-year energy-management staff-training programme is implemented and tailored to identified energy management needs The effectiveness of the training program is adjusted through ongoing evaluation Indicators of success Conduct an energy-management-capacity needs assessment (First Quarter 2021) Draft a capacity-building plan (First Quarter 2021) Facilitate adoption of capacity-building plan (Second Quarter 2021) Implement the adopted capacity-building plan (Third and Fourth Quarter 2021) Review the capacity-building plan annually (First Quarter 2022) Activities and time frame Municipal Energy Management Systems Programme Guideline Series R100,000 for initial assessment, thereafter capacity building efforts will be handled internally Budget 13

15 ENERGY ACTION PLANS TYPICALLY HAVE TWO DISTINCT COMPONENTS A word document that describes the various actions in the action plan An excel sheet where all the actions and activities are recorded with appropriate timeframes 15
