INSTITUTIONALIZATION OF M&E SYSTEMS At the heart of our concern is the well-being of citizens, especially the most vulnerable, and ensuring equitable development for all, leaving no one behind; Data and evidence generated from evaluations best application of scarce resources, the most equitable and efficient interventions; Institutionalisation of an M&E demands: o regulatory framework and manuals o profound transformation in management models o interpersonal motivations for decision-making. Working to guarantee a fluid, transparent and reliable process, from the planning of programmes, generation of monitoring data, to verification of the impact of government actions on the target populations.

CHALLENGES IN DEVELOPING AN M&E SYSTEM 2020 - Voluntary National Review of the targets agreed within the framework of the SDGs; 2021 Legal Revision of the State Administrative and Financial System; o Creation of a specific subsystem for monitoring and evaluating the policies and programmes of the government; o Programme-based budgeting and results-based management; Structural Challenges - harmonization of the databases of the various ministries and national institutes; Governance challenges - distribution of competencies and definition of protocols for data analysis, evaluation management and use of evidence); Diagnostic efforts (structural and capacity) and identification of existing information and data gaps.

PARTNERSHIPS FOR M&E SYSTEMS Partnerships in: discussing policies, implementing programmes, securing resources and funding for priority areas, and ensuring the participation of vulnerablesgroups in building the country's development project. Different types of partners allow us to leverage the potential of our contributions through existing structures, or by coordinating/channelling dispersed efforts for a harmonised intervention, aligned with the government's purposes and citizens' priorities. M&E technical partners improve the quality of evaluation processes, ensuring credible results and participatory processes - pillars for the appropriation and use of evidence.
