  3. TASK TASK Develop a funding sustainment model that can be used by state and 9-1-1 authorities to calculate their financial needs to support a transitional NG9-1-1 implementation. Enable 9-1-1 authorities and state and local decision makers to identify current contribution sources; and Factor in other potential sources of funding or 9-1-1 Systems To extent possible, should also include a breakdown of common costs for PSAPs. NETWORK CONNECTION FEE Acknowledges the first TFOPA Report and the nature of a NCF described there Does not take a position of the legality of such fees Does examine potential options for applying such a fee, and the impact such options might have on consumers and the state of competition in the service market Is limited to wireline services provided to residential consumers Follows First TFOPA Report that for wireless under a NCF, a single surcharge per account-user device would continue to apply For broadband services offered to businesses, insufficient data existed on how 9-1-1 fees are currently assessed in each state for such services Status Report TFOPA Working Group 3 Presentation December 2, 2016 (James D. NETWORK CONNECTION FEE Report examines four potential options Single Flat-Rate 9-1-1 Charge Mode-Dependent 9-1-1 Charges Capacity-Based 9-1-1 Charge (Per Voice Equivalent) Revenue-Based 9-1-1 Charge Analysis based upon assumptions Applies funding principles from First TFOPA Report Does not attempt to recommend a specific option, but identifies the strengths and weaknesses of each approach Status Report TFOPA Working Group 3 Presentation December 2, 2016 (James D. FUNDING SUSTAINMENT MODEL Both costs and funding must be addressed and reconciled Section 6 of the Report draws upon detail in Sections 4 (Common Costs) and 5 (Funding Mechanisms and Revenue Sources) Model pulls the above together in a logical way and provides a simple instrument for funding sustainment modeling.
