Background The goal of a pastoral review is to affirm, encourage, develop, and protect the pastor in their leadership task in the church. In moving to a (Policy/Carver/Kaiser) governance model, the lead pastor is given significant authority and responsibility to utilize resources to achieve the vision. Therefore, one of the main functions of the session is to hold the lead pastor accountable. The challenge is that most sessions don t know how to hold a pastor accountable. Most have only done weak or nonexistent performance reviews.
Defining Terms Goals The ultimate outcomes that we hope to achieve. Objectives Specific deliverables that will likely lead to the achievement of the goals. Developmental Objectives Skills or qualities that an individual is developing to aid in the effectiveness of their leadership.
Examples Church-wide Goals o Expand by 10% people who have personal discipleship plans o See 30% of first-time guests become members Church-wide Objectives o Train our small group leaders to help others develop discipleship plans o Redevelop our guest adoption process Personal Goals o Train 30 people who can effectively pastor people Personal Objectives o To develop a training system for other shepherd development Developmental Objectives o Develop skill in conflict mediation
What does the session evaluate? Annually o Progress on church wide and personal goals and objectives o Progress on developmental objectives o Quality of performance of expected duties Administrative Responsibilities Preaching/Teaching Staff and Session Leadership Quarterly o Quarterly church wide and personal objectives should be established and reviewed o Other things as needed
Annual Review Process Annually create a team to collect data o Reports from pastor outlining progress on individual and personal goals. Initial thoughts on what needs to happen next. o Feedback (staff, elders, particular congregants, or key volunteers) o An initial report of what is being heard by all parties o A conversation with the pastors about the totality of feedback o A final report to the elders which: Names successes in goals and objectives Names challenges and growth opportunities Suggests next steps o Elders review and finalize individual and church-wide goals and objectives
