Targeted Mainstream Provision Developing in line with Strategic Plan The provision and funding will be place based-In line with national funding regulations For young people with an assessed primary need of C&I or SEMH Modelling based on 8 full time places per school Typically 6 young people with EHCP and 2 flexible places Schools will decide their own staffing structure NYCC will provide additional EP time and Therapies as well as CPD for school staff in additional to finances

Current Position 28 Schools expressed an interest in establishing new targeted provision 9 have since applied to become a Targeted Provision Ring fenced funding to support schools to develop space - 230k from Specialist Provision Capital Fund (SPCF) grant fund Outcomes based commission and Service Level Agreement In two localities PRS and Mainstream Schools are proposing to work in partnership. This is a model being explored with special schools for phase 2 First provisions will begin implementation from September 2020 and delivery from Jan 2021 Will create 72 places once completed

Work underway and next steps We continue to welcome schools to come forward if interested in delivery in phase 2 (2021/22) Legal team finalising SLA Specific discussions with school leaders and governors ongoing Public consultation from 5th February - 15th March https://www.northyorks.gov.uk/consultation- implementation-targeted-mainstream-provisions- children-and-young-people-send Change of designation process March - August 2020

Locality Inclusion Team development Restructure completed and most posts are now filled however, still some gaps and recruitment is ongoing We will move into new structure on 1st April 2020 however, there will be a careful transition through the summer term with pieces of ongoing work continuing. Full implementation of locality hubs will be from September 2020 As soon as posts are filled, structure charts including names and photos (!) will be shared

  14. Locality Inclusion Team development FIVE localities are identified as per the Strategic plan and each of these has a Locality Inclusion Board. These are established now jointly with Education and Skills across four localities and continuing to work with Craven to identify key stakeholders who like to establish their board Locality inclusion boards will be responsible for monitoring performance in their patch exclusions, attendance, SEN support, EHCPs etc and will have a delegated budget to identify areas for development and investment in these performance areas

Locality Inclusion Team development In each locality, demographics and needs were identified as part of the Strategic Plan and staff allocated according to those needs Due to the low numbers in Craven, it was not feasible to have a hub manager and team purely for Craven as many of the posts would be too part time. Staff provision for Craven has been added to the Harrogate, Ripon, Knaresborough staffing with a satellite base in Skipton Key principles early identification, early intervention, direct work / modelling / input into schools / settings and key working
