To develop draft legal documents on radiation safety and nuclear safety; 2. To organize for the registration of radioactive sources, radiation devices, nuclear material, nuclear equipment, and to license for conducting radiation activities in accordance with its competency; 3. To conduct and organize verification on radiation safety and nuclear safety; 4. To carry out inspection and enforcement; 5. To organize activities related to safeguards; 6. To take part in emergency response to radiation and nuclear incidents; 7. To establish and maintain the national information system on radiation safety and nuclear safety; 8. To organize and cooperate for professional training on radiation safety and nuclear safety; 9. National policy for development of human resources in the field of nuclear energy National Project for HRD o A national project on education and training for human resources in the field of nuclear energy was approved by Prime Minister on 18 August 2010 (Decision No.1558/QD-TTG) o The project aims to provide the necessary human resources for promotion of application of atomic energy, including a nuclear power program 7 Designed by Luu Nam Hai

National policy for development of human resources in the field of nuclear energy The specific objectives of the Project To develop capacity of five universities and a nuclear training center in education in nuclear engineering and related sciences: College of Natural Sciences in Hanoi, College of Natural Sciences in Ho Chi Minh City Hanoi University of Technology Da Lat University Electric Power University Vietnam Atomic Energy Institute's Nuclear Training Centre It is expected at least 250 students to enroll each year. To provide enough competent human resources for regulatory body, TSO, university lecturers in nuclear engineering and operating organization of two first NPPs by 2020. 8 Designed by Luu Nam Hai

National policy for development of human resources in the field of nuclear energy Arrangement for implementation of the Project o State budget of total 150 million USD was allocated for the project o National steering committee headed by a deputy prime minister was established for management of the project. o Some policies on incentive for students and people working in the filed of nuclear energy have been approved to attract people study and work in this area. 9 Designed by Luu Nam Hai

Development of competence of human resource of regulatory authority (VARANS) Development of training program o Two local IAEA training on methodology for development of training program for regulatory body was organized with participation of staff of VARANS. o Based on this methodology, units within VARANS, including licensing, inspection, nuclear security and safeguards, TSO in radiation and nuclear safety and emergency response, legislation and technical standards, were assigned to develop their training program. 10 Designed by Luu Nam Hai

Development of competence of human resource of regulatory authority (VARANS) Development of training program o Taking into account limitation of allocated budget from the national project on training human resources in the field of nuclear energy, the training program of VARANS focused only on knowledge in quadrands 1, 2 and 3 for nuclear safety assessors and inspectors o Types of training include: Basic knowledge training applied for all staff Intensive training for selected staff Specialized training for specific technical groups 12 Designed by Luu Nam Hai

Development of competence of human resource of regulatory authority (VARANS) Development of training program o Method of training: In-classroom: in-house courses for basic training by local lecturers or invited foreign lecturers Oversea study for intensive training On the job training oversea for intensive training and specialized training. o The developed training program are reviewed by EC experts (STUK, IRSN) under EC project o The training program are planned to submit to Government for approval at the end of this year. 13 Designed by Luu Nam Hai

Development of competence of human resource of regulatory authority (VARANS) Implemetation of training program o Basic training: From 2011 2014: in cooperation with JNES now NRA (Japan) around 40 people from VARANS have been trained in basic knowledge of nuclear safety and nuclear reactor; in cooperartion with Rosatom and Rostechnadzor (Federation of Russia) about 20 people have been trained in basic knowledge of nuclear safety and nuclear reactor. 14 Designed by Luu Nam Hai

Development of competence of human resource of regulatory authority (VARANS) Implemetation of training program o Basic training: From 2012 2014: Under EC project for Vietnam, staff of VARANS have been trained in legal basis and regulatory processes, regulatory practices, basic knowledge for safety assessment and emergency response. 15 Designed by Luu Nam Hai

Development of competence of human resource of regulatory authority (VARANS) Implemetation of training program o Basic training: From 2012 2014: Under IAEA pilot program, technical staff of nuclear safety division have been trained in essential knowledge for safety assessment of NPP (DSA, PSA). Under T&T program of EC (ENSTTI), many junior staff of VARANS have participated in basic courses and specialized courses in nuclear safety and management of NPP 16 Designed by Luu Nam Hai

Development of competence of human resource of regulatory authority (VARANS) Implemetation of training program o Intensive and specialized training: From 2013 - 2014: Anually, 4 courses on practice of reviewing SAR were organized with assistance of JNES, NRA experts. In 2013 and 2014, around 10 people from VARANS attended tutoring on safety assessment in specific topic (seismic safety assessment, severe accident assessment) under T&T program of EC 17 Designed by Luu Nam Hai

Summary o Vietnam has strong commitment to nuclear power program o Vietnam clearly understands that qualified human resource is key issue for success of the first NPP project o Vietnam has a determined policy for HRD in nuclear energy however HRD is still a big challenge for Vietnam 19 Designed by Luu Nam Hai

Challenges Necessary national infrastructure for domestic training and education in nuclear safety and NPP technology is not available: o Lecturer o Training materials o Technical infrastructure Less attraction for workforce to nuclear field: o Hard study o Low income o Long term program for NPP is not clear

  22. Challenges Various NPP technologies are selected: o More number of qualified manpower needed o More training subjects needed o Limit time for preparation of manpower for the NPP project
