  3. 1 HIES data for National Accounts HIES methods suits well NA requirement in terms of: Household definition & scope of the survey Household final consumption expenditure Classifications (of expenditure, income, activities & occupations) Collection of transactions Cash expenditure Income in kind Own production Imputed rents Gift received Intermediate expenditure Cash income

  4. 2 HIES data for CPI Changes in HIES methodology Since the new HIES questionnaire has been endorsed in 2019 (3rdPSMB), HIES development has mainly focused on poverty outputs. The new HIES questionnaire recommends the use of recall (instead of diary) & the collection of consumption (instead of expenditure) A lot of information that were collected through the diary are no longer collected (brand, name/type of shop ) The diversity of food items has reduced as the food recall is restricted to a predetermined list of food items

  8. 2 HIES data for CPI Gap in the new HIES questionnaire (feedback from RMI CPI update) Final Household Expenditure does not report on financial services fees unlike CPI requirements Need to include the Financial Inclusion section in the core HIES questionnaire This section collects all fees related to: Bank account services Transfer fees loans Access to money (cash, mobile phone payment, credit cards )

  9. 2 HIES data for CPI Gap in the new HIES questionnaire (feedback from Tonga CPI update) 1. Make the distinction between locally made vs imported items to allow cross checking HIES data with custom data when relevant (tobacco, beer ). 2. Given the growing weight of the expenditure on food away from home (between 6% and 7% in Tonga and Kiribati of the total cash expenditure) their price have to be surveyed carefully. But there is no detail on the type of food consumed and the place it was acquired (restaurant, take away, shop, market..). 3. From the previous Tonga 2021 HIES, collection did not happen during Christmas season (December) and many seasonal items where not collected (decoration, fruit..)

  10. 2 HIES data for CPI 4. Fuel for car: HIES collect amount spend on Fuel unspecified regardless the difference between petrol & diesel that are subject to different price changes overtime 5. Water & soft drinks away from home are collected separately (from food recall and food away from home sections, depending where they were consumed). Alcoholic beverages do not follow the same schedule and no distinction between a can of beer purchase at the shop and a beer consumed in the club.

  11. PSMB is invited to Advise on: the efficiency of the standard HIES questionnaire for CPI update. different ways to improve HIES data for CPI update purposes (taking into account questionnaire burden issue)
