MAIN QUESTIONS what are the differences between Diplomatic Relations and Consular Relations? Are there any differences between DRs and CRs? Compare Relations? between Diplomatic Relations and Consular What Convection on Consular relations of 1963? are the Consular Functions based on Vienna Which article from VCCR of 1963 defines the Consular Functions?
Diplomatic Relations vs Consular Relations Relatively both DRs & CRs are the same. But there are differences at the following levels; 1. At Appointment level. 2. At political Representation level. 3. At Immunities and Privileges System.
Consular Functions (Article 5) 1. Protecting Interest of the SS & its Nationals. 2. Furthering the development of commercial, economic, cultural & scientific relations. 3. Observing conditions & developments in the commercial, economic, cultural and scientific life of the RS. 4. Issuing passports and travel documents to nationals of the SS, and visas to people from the SR.
5. helping and assisting nationals and bodies corporate, of the SS. 6. Providing Legal service and Notary for Nationals of the SS. 7. safeguarding the interests of nationals, and bodies corporate of the SS. 8. Safeguarding interests of minors & other persons lacking full capacity who are nationals of the SS. 9. Representing or arranging appropriate representation for nationals of the sending State before the tribunals from the RS.
10. Transmitting judicial and extrajudicial documents or executing letters rogatory or commissions to take evidence for the courts of the SS. 11. Exercising rights of supervision and inspection of the SS in respect of vessels having the nationality of the SS. 12. Extending assistance to vessels and aircraft, and to their crews, taking statements regarding the voyage of a vessel. 13. Performing any other functions entrusted to a consular post by the SS.
