  1. Healthwatch Hackney Board Agenda Item 3 (e) 26 January 2022 Draft NEL CCG Pledges Summary This presentation sets out draft Northeast London Clinical Commissioning Group pledges, which aim to set out how the organisation (and its successor the planned NEL Integrated Care System) will operate. These are in effect internal pledges, the sort of information you would find how an organisation describes itself in its 'About Us' section on an organisation's website etc. The below presentation was developed to consult people across Northeast London before the launch of the NEL Integrated Care System in April 2022. This launch has been delayed to July 2022. As a result, NEL CCG are looking for a more consultative approach including how the draft pledges can be better developed and coproduced with residents and health and care organisations. Initial thoughts are for place-based workshops followed by a regional wide event in May 2022. The board will be updated on this once the consultative plan is in place. Recommendation: The board are asked to comment on the draft pledges and note the planned consultation on these draft pledges

  2. Participation and engagement: working together across NEL

  3. What is an Integrated Care System? Integrated care systems (ICSs) are new partnerships between the organisations that meet health and care needs across an area, to coordinate services and to plan in a way that improves population health and reduces inequalities between different groups.

  4. The North East London Integrated Care System ambition is to ensure our residents can live healthier, happier lives. As well as eight local authorities, five NHS providers, one CCG, 276 GP practice, 49 PCNs, our partners include local Healthwatch and voluntary organisations, dentists, opticians, pharmacists and private care providers

NEL Engagement Working Group Established in June 2021 and representative of engagement leaders from across NEL Co-chaired by NEL Senior Engagement Manager and C&H Engagement and Co-Production Manager The group have agreed on three overarching priority themes: Culture Community Commitment Three projects have been agreed, one under each theme, and sub-groups established to progress this work

  6. Commitment: developing shared pledges We would like your feedback on the following draft pledges - Are they clear? - Do they mean anything to you? - Is there anything glaringly obvious which is missing? - Is there anything which shouldn t be there? - Are you comfortable signing up to these?

Commitment Pledge One: Commitment We are committed to putting people engagement at the heart of our work from the earliest opportunity.We will do this by: Ensuring Healthwatch, the voluntary and community sector and public representatives working alongside us are treated and taken seriously as an equally valued voice, asset and partner, whilst honestly acknowledging differences in power and resources between those taking part Providing opportunities for local people to be involved in planning and decision-making in a wide variety of ways including co-production or co-design of services where appropriate Ensuring we give something back to people who are involved in our work. This could include training, acknowledgement, new skills, time credit vouchers or payment Developing a culture of honesty and transparency and committing to evaluation and learning from our mistakes Providing our staff with the skills and knowledge to listen and act upon feedback from local people

Commitment Pledge Two: Collaboration We will talk to each other and identify where we can work together to achieve a high standard of engagement with the communities we serve by: Ensuring that all partners are brought together to plan at the earliest possible opportunity, including Healthwatch and the community and voluntary sector Developing joint priorities and messaging, and avoiding duplication Sharing best practice and championing innovation Finding common solutions to collective challenges

  9. Commitment Pledge Three: Insight and evidence We will share insight and produce plans based on evidence and feedback from our local people. We will do this by: Using a range of insight gathering tools including the NELCommunity Insight System and the NEL Citizens Panel Identifying where we have common priorities and coordinating the sharing of relevant insight Having structures in place which ensure we build and develop our work based on existing feedback and insight

Commitment Pledge Four: Accessibility We will ensure participation is accessible to all local people by: Exploring together how best we as organisations from across north east London can collectively remove barriers to participating in engagement activities Providing transparent access to all the relevant information and giving people the tools they need to participate Ensuring that we are actively using the Accessible Information Standards and providing information in community languages and plain English Ensuring our spaces and venues are easy to access for all Ensuring people are supported to use online platforms and technology and provide training where required

  11. Commitment Pledge Five: Responsiveness We will be responsive to the voices of local people by: Asking residents how they would like to be involved to ensure we are hearing their voice in a meaningful way Being clear about the way in which residents can influence design and decisions, then following through and implementing change based on their influence Keeping local people informed about the way we have implemented change as a result of listening to what they told us Understanding that the diverse communities we serve will experience services differently, and tailoring our approach to be responsive to their respective needs

  12. How we are engaging on these pledges Proactive engagement with service user/patient/public representative groups between early January and mid-February ahead of inclusion in the NEL ICS Engagement Strategy Continued engagement to test the pledges between April 2022 and March 2023 to ensure they resonate/ work for partners and local people across NEL In City and Hackney the pledges are being presented at: - Homerton Patient Voices meeting - People and Place - VCSE Leadership Group - Comms and Engagement Enabler Group - Healthwatch Hackney Board meeting - City and Hackney Integrated Care Partnership Board
