DLIG Purpose Expand or establish dual language immersion (DLI) programs that provide integrated language learning and academic instruction for: Native speakers of English, and Native speakers of another language. With the goals of: High academic achievement, First and second language proficiency, and Cross-cultural understanding.

  6. DLIG Program Authorization Assembly Bill 130, Chapter 44, Section 158, Statutes of 2021, provides $10,000,000 over a period of three fiscal years, for the DLIG program to assist eligible entities to expand current or establish new DLI programs.

  7. DLIG Funding and Duration Total grant budget of $10,000,000 Funds are available to grantees based on the application and proposed budget Funds will be distributed to a minimum of 25 grantees Elementary and secondary levels may apply for the DLIG Amount of each grant is up to $380,000 Grantees establishing a new DLI program could receive an additional $20,000 Grant period is three years: July 1, 2022 June 30, 2025

  9. Authorized Activities Instructional materials and resources Professional development for teachers and school administrators Teacher recruitment Development of instructional materials Development of curriculum Family and pupil outreach

  10. Application Deadlines Intent to Apply Deadline: February 25, 2022, by 4 p.m. PST Deadline for Applications: March 18, 2022, by 4 p.m. PST

The RFA Read and study the entire RFA before completing the application o Section 6 provides applicants with background information and guidance o Section 7 contains the specific directions for completing the application o Respond to all prompts within each subsection of the narrative description Refer to the Evaluation Rubric in Appendix A of the RFA to understand how responses will be evaluated

The Application (1) Locate the online application link from the DLIG RFA web page Complete the application electronically Submit to be received at the CDE by the deadline A complete application consists of: A. Applicant Information B. Applicant Narrative C. Budget Information Attach supporting evidence (e.g., budget, letters of commitment, curriculum vitae, etc.) in one zip file (maximum file size is 20 megabytes) The zip file is considered part of the application

  14. The Application (2) RFA Sections 7C and 7E provide instructions regarding the uploading of the single zip file with the required documents Provide the appropriate digital signature Submit the application CDE must receive the application no later than 4 p.m. PST on March 18, 2022

Saving Responses If the applicant does not intend to complete the application in one session, select the Save Responses button on the first page of the online application Ensure the email address provided is accurate Copy the unique uniform resource locator (URL) provided. The URL will allow a return to the application The URL will be sent in a confirmation email to the address provided No confirmation email? Check the spam or junk folder

A: Applicant Information and Data Respond to each prompt/question within each subsection Data questions: o Student Language Profile Data: Numbers of potential participating students o Current Classroom Language Profile Ratios: Percentages of current participating students (if applicable) o Applicants may submit documents regarding data in the single zip file uploaded to the RFA

  17. B: Application Narrative (1) Subsections: 1. The Context 2. Goals and Expected Outcomes 3. DLI Program Implementation Plan 4. Professional Learning 5. Language Allocation and Development 6. Cross-Cultural Understanding 7. Project Leadership/Staff

  18. B: Application Narrative (2) Respond to the prompts for each subsection Responses should be clear, complete, and concise Stay within the character limits for each subsection

  19. C: Application Budget (1) Provide the budget to account for the entire grant period (July 1, 2022, through June 30, 2025) Use the DLIG Proposed Budget Template (Excel file) found on the CDE DLIG RFA web page Complete all three tabs in the Excel file: The Applicant Information tab The Proposed Budget Detail tab The Proposed Budget Summary tab Submit the completed budget Excel file for the application to be considered Include the Excel file with the other documents in the single zip file

C: Application Budget (2) Include a detailed budget description in the Proposed Budget Detail tab for each line item for duration of the grant period Provide sufficient detail and item description to justify each line item Group line items by Object Code Provide Object Code totals Provide all Object Code totals in the Proposed Budget Summary tab Ensure alignment with the Proposed Budget Detail Budget templates are available from the CDE DLIG RFA web page at https://www.cde.ca.gov/fg/fo/r28/dlig21rfa.asp

  21. DLIG Grant Application Timeline Activity Deadline: The CDE receives by Intent to Apply Due 4 p.m. PST on February 25, 2022 Applications Due 4 p.m. PST on March 18, 2022 Announce Grantees May 6, 2022 Last day for CDE to Receive Appeals 4 p.m. PST on May 13, 2022 Effective Date of Grant July 1, 2022
