  3. What Should the County Economic Development Division Do?

  4. What Supervisors Requested in October 2021 A dedicated economic development department that will: Triage economic development projects and work across County departments Assess distribution of Federal and State funding to regional economic development efforts Strengthen existing industries in county Create good jobs Assess gaps in County relationships with industry and businesses, and fix Serve as a Central Hub for navigating existing resources (internal/external) Promote and support diversity, innovation, entrepreneurship Conduct better community engagement, and partner with CBOs, and with unincorporated areas Economic prosperity is the key element to quality of life in San Diego

Department Report Recommendations, 2022 Economic development coordination Collaborate with regional partners Pursue funding opportunities Coordinate regional economic development priorities/projects/strategies Develop and track regional economic development metrics, priorities, projects, and opportunities Be a repository of information and data Have someone serve as a Point Person for the County For external partners and entities looking to work with County Provide Support for: Unincorporated areas and smaller cities Diversity and equity in economic development programs Traditionally underserved communities Community Based Organizations (CBOs)

EconDev Department Strategy We Will: Coordinate with regional partners on economic development priorities Utilize data, metrics, & resources from internal and external sources Engage with communities To: Serve as Central Hub, Point Person, nexus, between County departments, partners, industry, & communities Allowing Us To: Enact CEDS Pursue economic development projects and funding that benefit entire County Help communities pursue economic growth and empowerment Improve Economic Prosperity for all San Diegans Foster diversity and equity in economic development Get the work done

  10. Regional Partners and Priorities Connect with all regional economic development partners Know their primary strategies and goals See where there is overlap Promote cooperation and communication Develop key strategies and goals that all can agree on

Utilizing Data Keep track of any and all economic development data we can get our hands on Who is doing what around the county Who has ED plans/strategies Who has data on ____ and how can we access it What are other County departments doing in economic development What info are we missing? What do we need? Info on Federal and State funding opportunities Grant tracking for County

  12. Engaging with Communities Traditionally underserved communities BIPOC communities Unincorporated areas Smaller cities Specific communities in the county Community Based Organizations (CBOs)

Central Hub Know what other County departments are doing that involve or impact economic development efforts Know what regional economic development partners are working on, and the data/resources/strategies that they have Be a conduit into the County, and from the County to EconDev partners, industry, business, communities, etc

Enact CEDS Strategy 1: Support Talent Development for San Diegans of All Backgrounds Strategy 2: Increase Economic Opportunities for Underserved Communities, Populations, and Areas within San Diego County Strategy 3: Foster Local Business Growth and Entrepreneurship Strategy 4: Support the Growth & Resilience of San Diego County s Innovation Economy Strategy 5: Support the Growth of High-Quality, Sustainable Jobs that Allow Residents to Work, Live, and Thrive in the Region Strategy 6: Facilitate Investment in Regional Infrastructure that Supports Economic Growth, Environmental Sustainability, and Regional Resilience Strategy 7: Promote and Improve San Diego County s Quality of Life Strategy 8: Ensure Economic Development Planning and Strategy in San Diego County is Dynamic and Collaborative Strategy 9: Leverage Data to Inform Countywide Economic Development Planning and Strategy
