Attendance and Participation SY 2020-2021 Due to the uncertainties of the Pandemic, daily attendance was not reported. Funding based on 2018-19 or 2019-20 ADA data selected per SB 177 (2020). Districts recorded participation in Infinite Campus (IC) for ALLstudents. Districts collected attendance for students who were in-person. For safety reasons, it is necessary to be aware of students in the classroom. However, attendance not reported to KDE for funding. Compulsory education still required. Districts captured and were accountable for the engagement and delivery of instruction to all students, whether in-person, in the school building or remotely from home. Teachers record participation in IC once daily.
Daily Participation In-Person Districts record attendance for students learning in-person. Remote Instruction One-on-one video communication or phone calls between teacher and student (or teacher and parent with smaller children or students with special needs); Group video communication or phone calls between the teacher and a whole class or between a teacher and smaller groups of students within a class; Student time logged into a learning management software system completing assignments; Submission of paper-based assignments for students in a non-digital, non- traditional setting.
Reporting Daily Participation District participation captured for state-wide reporting at the following times: October 2020 January 2021 July 2021 District participation rates are pulled from Infinite Campus data by the Kentucky Department of Education and reported to the Legislative Research Commission and posted to: https://education.ky.gov/districts/enrol/Pages/COVID-19.aspx
Participation Report The Participation Report was available in two formats the aggregate report used by KDE and student-level report used by schools and districts The aggregate report provides a district wide participation percentage and is what was posted to the KDE website The student participation report is a student-level report used to identify students who need additional assistance or have truancy issues
Reported Participation Rates Overall, participation rates were comparable to attendance rates 2018-19 district attendance rates ranged from 89.6 to 96.9 2020-21 first semester participation rates ranged from 82.6 to 99.8 There was one district that reported 74% due to incorrect data entry in IC
Participation Reviews KDE conducted Participation Reviews (similar to attendance audits) to check data processes in districts 29 districts were randomly selected Selected districts provided information for one elementary, one middle and one high school Each school provided counts of participation methods and documentation of participation for one class period on two pre- selected days
Participation Reviews On the two days KDE conducted participation reviews, the schools reported the following data: The mode of instruction with the most instances of participation was via student time logged into a learning management software system completing assignments
