  1. THE SYSTEM OF EDUCATION AND PROFESSIONAL TRAINING, EMPLOYMENT OPPORTUNITIES IN ITALY and ASOC A Scuola di Open Coesione Arch. Emanuela Coppola and dott. Enrica Rapolla Centro LUPT Federico II University - Naples (Italy)

  2. WHAT IS THE EUROPE DIRECT NETWORK? The LUPT Interdepartmental research centre of the University of Naples Federico II hosts a Europe Direct Centre, officially part of the European Commission network Europe Direct . Europe Direct network is a real network diffused thorough Europe, made of Centres whose main aim is to provide information for citizens about a wide range of topics, such as: Citizen rights, EU opportunities, EU legislations. Each EDIC is hosted by an institution (mainly Regions, Municipalities or Universities). Each EDIC acts as first contact point between EU institutions and the local citizenship, that can contact us coming in our front offices as well as can easily reach us via email, Skype, telephone, social media and so on. EDIC network depends from the DG Communication of E.C. and we are coordinated by our E.C. representations.

  3. THE EUROPE DIRECT LUPT We cover a large territory of the Southern Italy, that is the provinces of Naples, Benevento and Avellino, providing 1 front office at our headquarters, 2 front offices in Benevento and Avellino and 14 smaller front offices in the territories. We implement information and communication activities, organizing and co-organizing with our partners as well as with the European Commission, Representation in Italy local / national events, running online campaigns and developing diffusion and editorial outputs (such as newsletters, blog, e-books and so on). Among the regions where most schools have made Alternation stand out: Molise (98%), Umbria (95%), Emilia Romagna (94%) and Piedmont and Friuli V.G. (93%). Among those who have experienced some difficulty we find Campania (74%), Sicily (78%), Lazio (86%), Abruzzo (89%). If you consider the improvement over the pre-compulsory situation, between regions that have experienced greater growth in the number of schools that make the alternation emerge: Campania (+ 288%, from 179 to 560 schools), Sicily (+216 %, from 196 to 494 schools), Lazio (+ 175%, from 208 to 421 schools) and Piedmont (+ 169%, from 145 to 323 schools.) Some difficulties are still experienced by the Southern regions in finding host structures: Campania (2.4%), Sicily (3.8%), Calabria (2%), Basilicata (0.8%), Puglia (4,7 %).

DATA MONITORING EDUCATION (MIUR) INDIRE - 1 FROM THE OF RESULTS THE OF THE OF MINISTRY In the S.Y. 2012/13, 45.6% of secondary high schools (3,177 of 6,972) has used the alternation as a teaching method to develop the skills required by the laws of studies. Of the 3,177 establishments: 50% 45% 40% 35% 30% 25% 20% 15% 10% 5% 0% professional tecnical high-schools other institutions They have realized 11.600 routes, of which 7,783 (67%) in vocational schools (of which 6,043 in classes IV and V), 2,556 (22%) in technical schools, 903 (7.8%) in high schools and 86 (0.7%) in other institutions, to train 227,886 students, 8.7% of the school population of upper secondary school.

ROUTES OF WORK AND STUDY OF GRADUATES AND GRADUATES Survey of 2015 graduates in 2011 (ISTAT) - 1 The estimate of graduates who have achieved the title in 2011 and in 2015 work amounted to 43% (46% in 2011 for the graduates of 2007), while 21.8% are looking for employment (16 % in 2011). In southern regions, the integration into the labor market continues to be more difficult: the graduates who work four years after maturity is 37%, in the center exceeds 42% while the north is occupied a graduate of two. Among the graduates who work in 2015, one in four (25%) is dependent indefinitely, 11% are self-employed, the remaining 63% have a job "unstable"; specifically, 34% have a fixed-term contract, 9% are employed without contracts, 14% have a project contract, the provision of work, voucher or scholarship / work and 7% are paid training activities. Four years after graduation, eight graduates of 10 still live at home.

  9. ASOC A SCUOLA DI OPEN COESIONE In Italy there is a project called ASOC we follow as EDIC. A Scuola di Open Coesione is a good practice globally acknowledged. ASOC is a MOOC (Massive Online Open Course), designed for Italian high-school students. It was launched in 2013 within the open government strategy on cohesion policy carried out by the National Government, in partnership with the Ministry of Education and the Representation Office of the European Commission in Italy.

  10. BEFORE ASOC: OPEN COESIONE On the national OpenCoesione portal (www.opencoesione.gov.it), everyone can find transparent information on investment projects funded by Cohesion Policies in Italy. A Scuola di OpenCoesione builds on the OpenCoesione portal to actively promote the use and reuse of data by participating schools for the development of civic awareness and engagement of local communities in monitoring the effectiveness of public investment.

  11. HOW OPEN COESIONE IS STRUCTURED The program is composed of 6 main sessions. The first 4 build on the use of innovative and interdisciplinary skills. During the fifth session the students carry out on-site visits to public works and/or services financed by EU and national funds, while the sixth step is a final event where students meet local communities and policy-makers to discuss the findings of their investigations and evaluations.

  12. WHY ASOC IS IMPORTANT FOR DUAL VET ASOC programme is recognized as Alternanza Scuola Lavoro: students participating in ASOC could see recognized their participation in the Alternanza Scuola Lavoro path. Indeed, they develop very important soft and transversal skills and professional ones, because working groups are divided in activity clusters such as analyzers, coders, social media managers, bloggers, graphic designers, journalists and so on.

  13. WHY ASOC IS IMPORTANT FOR DUAL VET In our experience, we see ASOC as a very important tool as orientation and alternative professional training, which is very useful for non-technical schools (such as the Italian liceo ) which provide for their students a theoretical and non-practical training. So, while the classic Alternanza is very useful for technical schools, it is not the same for licei and more theoretical schools which entice to be followed by a University. Usually, classic Alternanza experience imply job tasks which do not correspond to the aspirational jobs of the students of licei.

  14. HIGHER TECHNICAL INSTRUCTION - 1 The ITS - Superior Technical Institutes are aimed at obtaining the diploma of superior technician for the establishment of a non-university tertiary education channel. It is emphasized that they are highly professional technical training courses carried out according to the most advanced international models (the Swiss SISPI, the French IUT and the German Fachhochschule) lasting two years. Activated since 2011, there are 93 in various Regions (excluding Trentino Alto Adige, Valle d'Aosta and Basilicata). The majority of ITS are located in Lombardy (18); follow Emilia-Romagna, Lazio, Piedmont, Tuscany and Veneto with 7 ITS; Puglia with 6 ITS; Sicily and Calabria with 5 ITS; Marche, Liguria, Friuli Venezia Giulia and Abruzzo with 4 ITS, Campania and Sardinia 3 ITS; only one Foundation is present in Molise and Umbria. Emilia-Romagna, Piedmont and Lombardy are the regions that have at least one ITS Foundation in all technological areas. To access ITS courses it is necessary to pass a selection places are limited. The course will be divided into 4 semesters for a total of 1800/2000 hours: 900/1000 hours of classroom and laboratory activities and 900/1000 hours of project work in the company. because the
