  5. Case study - TCIC Technological and Communication Innovation Centers (TCIC) Set up in 12 universities in Uganda since 2009 as phase 1 of the project (2009-14) Aim: to provide innovators with access to locally based, high quality technology and communication services

  6. Case study - TCIC Objectives: Facilitate access to technology, patent and academic databases Ensure that innovators are able to bring innovations from the design stage to market place Increase the sustainability of innovation in the tertiary sector

Case study - TCIC Set-up and activities: In each university a TCIC has been established which is comprised of between 1 2 staff TCIC have a range of awareness raising and training activities aimed at university academics and students Although open to all faculties, TCIC tend to work with more the engineering, design and computer science faculties

Case study - TCIC Set-up and activities: Awareness raising and training for university academics and students Support in basic research such as searches on patents and academic databases Review of innovation project management plans Consulting services on product branding, marketing and Intellectual Property protection

Case study - TCIC Funding and organisation: TCICs are funded by a joint fund established by the World Intellectual Property Organisation (WIPO), the World Trade Center (WTC) and the World Council of Innovation in the Tertiary Sector (WCITS) The TCICs are overseen by a Steering Committee made up of relevant stakeholders The Steering Committee has a small secretariat (2 persons) hosted by the national IP office of Uganda

Case study - TCIC The evaluation TCICs have been established since five years and the main donors are now seeking an evaluation of their efficiency and effectiveness An evaluation team has been appointed and the main stakeholders are meeting to discuss the Terms of Reference and the communication needs of the evaluation However, each stakeholder group has diverging views on the communication needs
