Work Allocated to Estt.III Section Establishment.III Section function as Subject Matter Division (SMD) for administrative matters to facilitate smooth functioning in accordance Rules/Regulations and Guidelines, Coordinates with the organisations for various reports, examination of cases, monitoring and implementation Rules/Regulations and Guidelines issued from time to time of the following four organisations: with the Govt. of India of Govt. of India Brahmaputra Board (BB) Farakka Barrage Project (FBP) Ganga Flood Control Commission (GFCC) Upper Yamuna River Board (UYRB) 1
Major Work Done during the tenure of present Hon ble Minister (WR, RD & GR) Setting up a regional office of GFCC at Lucknow and facilitated the posting of officers/staffs. Appointment of Finance Officer in FBP. Appointment of EE in UYRB. Appointment of Member Secretary, UYRB (under submission in ACC). DPC for promotion to various posts viz. AE to EE, JE to AE, UDC to Asstt., LDC to UDC in FBP etc. Finalization of RRs for the seven statutory posts in BB (under submission with DoP&T for approval of Hon ble Prime Minister). Finalisation of RRs for the various posts of viz. Stenographer Gr.I in GFCC, Head Clerk in GFCC. 2
Finalisation of RRs Stenographer Gr.I in FBP, Teaching Staffs in FBP HS School (Under submission with Legislative Department for vetting) etc. Continuation of CWES encadred in GFCC for the posting at Lucknow office. Revival of various posts of organisations. Ensured creation of website of FBP. Ensured uploading of ER Sheets of all staffs on website of all four organisations. Ensured uploading of court cases on CCMS and LIMBS Weekly review is being taken by Director (E.III) to review pendency status of all four organisations 3
Innovative Steps Taken Estt.III Section participated actively in obtaining the ISO 9001:2008 certification for the Administrative Wing of the Ministry. Single Window System has been implemented for receiving various proposals from organisations. Ready Reckoner and Standard Operating Procedure (SoP) has been prepared. Sent a team to FBP as a result many long pending issues have been disposed off. All the e-office guidelines has been implemented in the Section. 4
Action Plan for 2016-17 Finalisation of NEBRRA Bill. Setting up Kendriya Vidyalaya at FBP. Recruitment to the Seven Statutory Posts in Brahmaputra Board after finalization of RRs. Filling up the posts of Teaching Staffs in FBP HS School after finalization of RRs. Amendment of various Recruitment Rules as per recommendation of 7th CPC. Completion of all the pending DPC meeting for promotions. 5
Suggestions for improvement Training on Establishment matters and IT may be provided to the staffs/officers. More space is required for sitting and keeping files/records, equipments etc. for smooth and speedy functioning. Additional staff and Data Entry Operator along with sitting arrangement may be provided. 6
